On the afternoon of June 15th, Qin Guowen, the municipal Party secretary of Hengyang, met with the secretary of the Party Community and chairman of Hunan Construction Engineering Group. They profoundly discussed about the promotion of urban construction and improvements of its citizens. And finally they reached a high degree of agreement on the issues discussed.

Qin Guowen first welcomed the visit of Cai’s group warmly and he introduced Hengyang’s economic development on the advantages of basic, strategy, policy. He explained, Hengyang has a traffic location superiority. In that, it has quite deep foundation. With superiority of a traffic location, for instance, Hengyang is not only the hub of south China, the belly in Hunan and the center of south Hunan but also it is regarded as a gateway to invest south China, the receiver of GBA’s radiation to the main land and the important fulcrum of the dual circulation (a development pattern). In addition, it has been given the strategic positioning of a national key city and a provincial sub-center city, and Hengyang has ushered in an unprecedented period of development opportunities. He expressed that Hunan Construction Engineering Group is a powerful state-owned enterprise which has carried out extensive cooperation with Hengyang in the investment and construction of key projects in recent years. Additionally, it has made positive contributions to our city's economic development. It is hoped that both sides will seize the policy opportunities to strengthen far-sighted and strategic planning, innovate cooperation models, deepen and expand cooperation fields, accelerate the implementation of new cooperation projects, and promote the cooperation between both sides to achieve more results on the basis of the good foundation of the previous stage of cooperation. 

Then Cai Dianwei thanked the Hengyang Municipal Party Committee and Municipal Government for their trust and support of Hunan Construction Engineering Group. He said that he is full of confidence in the future development of Hengyang and is very willing to participate in the construction and development of Hengyang. In the future, their work will closely concentrate on Hengyang's "14th Five-Year Plan". In the fields of urban construction and improvement of citizens' livelihood such as infrastructure construction and key project construction, they will conduct the all-round cooperation with Hengyang, actively serve Hengyang's "three intensifications and one centralization" project, and achieve a win-win development.
