On the afternoon of May 25, Zhu Jian, Secretary of the Municipal Party Committee, went to Leiyang to supervise coal mine safety and fire safety rectification work. He emphasized the need to comprehensively coordinate development and safety, skillfully identify major contradictions, vigorously carry out major risk and hazard inspections and rectifications, work together to maintain a safe and stable overall situation, and lay a solid foundation for high-quality economic and social development.

Zhu Jian successively visited the Longtang Coal Mine and Longxing Coal Mine in Leiyang, where he inspected the production and operation conditions of the mines, and gained a detailed understanding of risk and hazard control, the construction of the safety production responsibility system, and the operation and maintenance of safety facilities and equipment. He urged enterprises to implement and refine their safety production responsibilities, conduct regular emergency drills, and enhance frontline personnel's emergency response capabilities; optimize the hazard reporting reward system, extensively mobilize employees to participate in safety supervision, and foster a pattern of mass prevention and governance; continuously increase technological investment, steadily raise the level of coal mine safety technology, and ensure the safe and sustainable development of enterprises.

At a subsequent symposium, Zhu Jian heard a report from Leiyang City on the progress of major safety production inspections and rectifications in key areas such as coal mines and fire safety. He pointed out that the current safety production situation in the city is severe and complex, requiring all levels and departments to maintain a clear understanding, strengthen political awareness of the bigger picture, political sense of responsibility, and political courage to act. He called for the courage to tackle tough issues, placing all personnel on a wartime footing, and using the most resolute attitude to carry out major inspections and rectifications, continuously consolidating the foundation of intrinsic safety.

Zhu Jian stated that we must always put the people and their lives first, strictly and meticulously enforce the primary responsibility of coal mining enterprises, accelerate the formulation of a system where leading cadres regularly dine and go underground alongside miners, specify inspection frequencies, and enforce oversight responsibilities; increase rewards for hazard reporting; rely on professional forces to strengthen precise supervision, effectively achieving strict supervision and robust law enforcement.
Zhu Jian emphasized the need to deepen understanding, strengthen responsibility enforcement, focus on blind spots and weak links in fire safety inspections and rectifications, and use hard measures to ensure implementation results. Efforts should concentrate on key special campaigns: advancing the "five concentrated special campaigns" in fire safety—targeting "illegal overhead charging cables" for electric vehicles, "life passages" in production and business premises, "breaking windows and removing nets" in commercial premises, "stairwell clutter" in residential buildings, and public fire safety education and publicity. He called for establishing a "whistleblower" working system, waging a people's war, steadily advancing local legislation on fire safety rectification, and exploring the creation of a "five-minute fire rescue circle." At the same time, solid work must be done on safety production in chemical industry parks and enterprises, as well as on flood prevention and preparedness, to fully safeguard the lives and property of the people.
