On the morning of June 1, the city held a special meeting on the comprehensive inspection and rectification of fire safety hazards, deploying and advancing the "Six Major Campaigns" for fire safety. Chen Fei, Vice Chairman of the Standing Committee of the Provincial People's Congress, and Zhu Jian, Secretary of the Municipal Party Committee, attended and delivered speeches. Chen Fei pointed out that the current fire safety situation in Hengyang is severe. It is imperative to deeply learn the lessons from recent fire accidents, resolutely abandon formalism, and promote the comprehensive inspection and rectification of fire safety hazards to ensure full coverage horizontally and vertically, leaving no blind spots. Combustible material accumulation must be completely cleared, and all types of fire source risks strictly controlled. Hazard rectification must be resolute, thorough, and immediate. In particular, long-standing "hard nuts" must be tackled with real resolve, ensuring inspections are not perfunctory and rectification leaves no unresolved issues.
Chen Fei emphasized the need to strictly enforce the "Three Musts" responsibility principle, further clarifying the division of responsibilities between industry supervision and local government backstop duties. As the current period is marked by the main flood season and frequent geological disasters, while highlighting fire safety as a key focus, safety in transportation, construction, hazardous chemicals, mining, and other sectors must also be coordinated effectively. Political awareness must be further enhanced, prioritizing the safety of people's lives and property, and implementing the "Two Upholds" through concrete actions in fulfilling duties, resolutely winning the tough battle for work safety.

Zhu Jian demanded the accurate grasping of the deployment requirements of the Provincial Party Committee and Provincial Government, systematic mastery of all institutional regulations concerning fire safety inspection and rectification, and resolute defense of the bottom line of work safety. It is necessary to improve the responsibility system that combines vertical and horizontal integration with interlocking links, strictly enforce industry supervision, local backstop, and leadership responsibility systems, promote the scientific dispatch of supporting units to the grassroots level, and strengthen frontline forces. With the college entrance examination approaching, all counties, cities, and districts must focus on inspecting fire hazards in examination venues, surrounding hotels, and warehouses to ensure absolute safety.
Zhu Jian stressed the need to advance the "Six Major Campaigns" for fire safety with a sense of urgency akin to "racing against time," promptly summarizing and promoting grassroots innovations, and ensuring resolute action and immediate rectification. The concept that "hidden danger is equivalent to an accident" must be firmly established, and "sharp-toothed" hard measures must be resolutely implemented. A wartime footing must be strengthened; principal leaders of counties, cities, and districts must command from the front line, reviewing and approving rectification ledgers, responsibility assignments, and timelines. It is essential to uphold limit-thinking and bottom-line thinking, adhere to the principle of putting people and lives first, and increase inspection and rectification efforts in special places serving the elderly and children. The entire city must unite as one, work together wholeheartedly, fight the battle for fire safety, and genuinely elevate the essential level of fire safety in Hengyang.
Liu Zhongjie demanded that the entire city immediately enter a wartime footing, treating the "Six Major Campaigns" as the primary contradiction in current work safety to be addressed concretely and firmly. With the determination for "drastic remedies" and the boldness for "decisive measures," it must be resolutely prevented that the upper levels are enthusiastic while the middle and lower levels remain indifferent, ensuring the implementation of all campaign tasks.
