On the afternoon of September 7, Municipal Party Secretary Zhu Jian presided over the pre-review meeting for the "Four 100" demonstration projects, stressing that project planning and construction should be the top priority of current economic work, that the window period of national and provincial policies should be seized, that the project pipeline should be carefully built up, and that policy dividends should be truly transformed into development momentum and project lists into tangible development outcomes. The meeting conducted an in-depth study of the latest policy spirit and deployment requirements of the state and province regarding investment and project work, heard a report on the planning of the "Four 100" projects, and conducted a pre-review of the demonstration projects.

The meeting stressed the need to focus on implementation and pursue tangible results, with both the ambition to "want to achieve" and the confidence to "be able to achieve"; to consider not only investment volume but also funding sources, resource guarantees, and industrial driving capacity, ensuring comprehensive analysis, full demonstration, and selection of the strongest among the best. It was emphasized that targeted policies and precise efforts should be applied by category: for infrastructure projects, preliminary work should be done thoroughly and the policy window should be firmly grasped; for industrial projects, the focus should be on clarifying market prospects and funding sources to ensure that projects are accurately attracted, stably implemented, and well developed; for sci-tech innovation projects, the last mile of technological breakthroughs and commercialization of research outcomes should be cleared so that innovation takes deep root in the fertile soil of industry; for projects under construction, quality must be controlled, progress monitored, and a closed-loop management system established, ensuring that every project included in the "Four 100" is of the highest caliber.

Zhu Jian pointed out that doing a good job in project planning and construction is the due responsibility of a provincial sub-center city, a key move to build momentum and reserve strength for next year's fixed asset investment, and an important foundation for successfully hosting the 12th Global Hunan Entrepreneurs Conference. Departments at all levels should make project planning and construction the top priority of current economic work, seize the window period of national and provincial policies, meticulously build up the project pipeline, comprehensively improve planning quality and effectiveness, and support the steady and long-term high-quality development of Hengyang with high-quality projects.
