To every cities (prefectures) and counties (urban) Poverty Alleviation Office,

  After the discussion of 39th provincial standing committee meeting and the 65th executive meeting of the provincial government in 2015, it has been assured that the targeted number of poor households of poverty reduction goal in 2016 was 1.1 million and it was included in the province's key livelihood projects. Therefore the print and distribution of the 2016 Poverty Reduction Plan(Hunan poverty alleviation office issued〔2016〕No.4) was issued according to this goal and approved by provincial party committee and the provincial government. Meanwhile, the 2016 letters of responsibility for poverty reduction was signed by vice governor Dai Daojing representing the leading group for poverty alleviation and every cities (state) governments. To ensure the accomplishment of this goal,relevant matters are hereby notified as follows.

  1. Attaching great importance to this goal, assigning and implementing the responsibilities of poverty reduction
We must achieve the goal of reducing poverty of 1.1 million poor households which was included in the key livelihood projects. And poverty alleviation offices in every cities(state)and counties(urban) must implement it as a political mission,strengthen management and report the work continually so as to form a good atmosphere that the whole society care about and take part in this project. They should also assign the tasks from every households, village to township timely according to provincial government’s requirements so that every letters of responsibility can be signed by every ranks of principals and the tasks can be well implemented. Principals of city,county,township and village must signed the letters of responsibilities before March 20th and every cities(state) must put the 2016 annual  ready to escape poverty population register(in appendix) on record to the provincial poverty alleviation office before April 30th. What’s more, they should mark the farmers who are ready to escape poverty in National Poverty Alleviation and Development Information System.
    

 2. Comprehensively promoting and channeling great efforts into the work of poverty alleviation
     Every local authorities must adhere to the principle featuring filling what we lack so as to formulate detailed plan about poverty escapement according to requirements of alleviating and escaping poverty precisely. They should urge the township and village strengthen cooperation so that can form a joint effort to implement tasks and work out the policy measures of every households and villages to help them get rid of poverty and increase the incomes. To achieve these results, firstly they must ensure the people who are in charge of poverty alleviation. Therefore they must work in line with the requirements proposed by the general secretary which was part of the “Four Earnest”that each and every poor village having its own task force and every poor households having the responsible people to assure the responsible people and tasks of every poor households so that realize the precision docking. Secondly is to formulate the helping plan of poverty alleviation. They must focus on the poverty escapement goals of no worries about food, worry about wear and protect their compulsory education, basic medical care and housing. According to the poverty causes of every poor households,they must set up the helping plan in line with the local conditions,the households and personal needs and implement these measures. Thirdly is the implementation of the project funding. The fund must be mainly given those poor households that are put on the record strictly in accordance with the two 60% requirements which means the proportion of the county treasury special poverty relief funds under authority’s approval into poor villages not less than 60%, and the funds put in recorded poor households not less than 60%. They must also actively arrange and guide the absorption of the county finance matching funds, sector funds, social funds to helping poverty alleviation and help poor farmers to increase incomes in every possible way.

    3.Strengthening the supervision, ensuring the accomplishment of poverty reduction 
    The poverty alleviation departments of counties,cities and province must enhance the supervision of the poor people, adhere to the poverty alleviation standards and focus on the key aspects such as selection in village,approval and review by townships and townships. They must follow the procedures in democratic appraisal,verification of every households, identification of farmers, public announcements,record management and information input and ensure the quit of every poor households,avoiding being escaped poverty and fake and facial poverty escapement. The poverty alleviation offices of counties need to organize special steering groups to get into poor households in townships and counties,direct them specifically and help them to solve practical problems. And the poverty alleviation offices of cities should supervised the counties that under its jurisdiction overall and in the whole process. The provincial poverty alleviation office will establish a special steering group on April and make a critical supervision of 2015 annual population of poverty escapement and 2016 poverty reduction task implementation,and on December, it will cooperate with relevant departments such as provincial Bureau of Statistics,investigation corps of National Bureau in Hunan to establish a joint group, then hire third parties to inspect and verify the conditions of poor households in Hunan province this year.
