From this year, Chengbu Miao Autonomous County of Hunan province will be the demonstration blueprint, and the "Electricity Supplier Poverty" special action will be carried out in 51 poverty-stricken counties of Hunan province. The “agricultural products into the city” will be focused on so as to improve the standardization, scale, brand of county agricultural products. On April 27th, launching ceremony of special action of the electricity suppliers to alleviate poverty was held in Chengbu. State-level poverty-stricken counties started to develop E-commerce.

  Village electricity supplier service station officially opened in Pingzizhai village Dankou town Chengbu county on 27th and it leads to great number of villagers flocked to learn how to order online commodities and use electricity supplier convenience services. The electricity supplier service station of Pingzizhai village was a platform for the industrial products getting into rural areas established by Hunan agribusiness-company which will carry out a local channel for agricultural products upward.

  In the launching ceremony on 27th,Chengbu county signed  strategic cooperation agreements with electricity suppliers like Hunan Suning Appliance, mango life, Sounongfang,Huinong website and Yuncaihui and it had also signed the cooperation agreements with Jingdong cooperation, Nongshangtong and Cunyou website before. Through the efforts of all these suppliers ,the poverty-stricken county Chengbu  has started to develop the E-commerce.

  In recent years, Chengbu county vigorously advanced the project of electricity suppliers alleviating poverty,helping some corporations such as Tianyuan Agriculture and Meng’s tea industry to established the electricity supplier operation centers. Tang Shengbing, a silkies farmers of Xianxixiang village,his monthly quantitative supply of 1,000 chickens to Tianyuan Agriculture Corporation makes his annual income up to 200,000 yuan. Since 2015, the electricity supplier operation center of Tianyuan Agriculture Corporation cooperated with over 500 households through electricity suppliers like Sounongfang, Suning Online Market,Tongcheng and Happy Shopping set up a online agricultural product sales chain mainly produced kiwi,silky and rich rice, therefore it led to more than 5,000 farmers to get rich through entrepreneurship.

  Implementation Opinions on guiding and promoting electricity suppliers to alleviate poverty was promulgated by provincial department of commerce and poverty alleviation office and it proposed that make 51 poverty-stricken counties in the province as the key areas,8,000 poor villages that records in the archives as key objects. It also proposed that build a competitive agricultural products and rural electricity supplier system featuring increasing farmer’s income as starting point, market-oriented, business-oriented and  fostering industry as focus.

 It announced that all the poverty-stricken counties access to the e-commerce applications basically and establish the county public service e-commerce system until the end of 2020; all the poor villages build e-commerce service stations so as to provide services such as Internet shopping served for farming households,local sales of agricultural products and domestic services, meanwhile, integrate the services among government, telecommunications, postal services, financial and agricultural technology. With e-commerce, poor households can sale special agricultural products produced by their own as well as purchase what they need in daily lives.

 Commerce department director Xu Xiangping claimed that the aim of electricity suppliers alleviating poverty is to explore a new way to alleviating poverty precisely and guiding and promoting electricity suppliers to increase services for industries and poor households,and the main task of this project is to establish systems of administrative propulsion,electricity supplier service,special agricultural product supply regulation,network logistics,talents training and evaluation.
