  In order to play a full role of auditing and supervising, settle the frequent repetition of auditing and making mistakes, and enhance the institutionalization and standardization of works' rectification, the Provincial General Office exclusively presided over a deploy meeting, issuing Notice on Further Strengthening the Ratification Work.To take full action to carry out it, the notification on strengthening the fiscal audit and correction on poverty alleviation is as follows:
　　
  Firstly, clarifying the responsibility of audit and correction: The heads of Poverty Relief Office of all levels are the top persons in charge of practicing fiscal audit and correction on poverty alleviation, and should operate it personally. For the problems existing in his department, he should carry out the main responsibilities. For the problems existing in his system, he should fulfill their obligation of supervision, and urge the counties and towns to implement corrective measures.To accelerate the paces of establishing sound rules and regulations, standardize the special fiscal poverty alleviation management , improve the fund efficiency use and the level of professional skill.
　
  Secondly, highlighting the main points of audit and correction. Poverty Relief Office of all levels should sort through the mistakes found in the process of audit and correction especially put weight on the comprehensive reflection on the mistakes made in the recent three years. What' more,For those problems still remained, we should make a list, emphasize the hidden reasons, work out specific measures so that we can rectify these measures as soon as possible.

  Thirdly, further implementing the principles of treating both principal and secondary aspect of disease. Levels of poverty alleviation Office should rectify some problems,which can be rectified; for special reasons, some problems cannot be rectified, we should work out specific measures, and rectification should be in place with limited time;For indeed the problem cannot be reversed, we should improve relevant systems, advance it from the origin to establish a sound mechanism to prevent the recurrence of similar problems. What’ more, combining the rectification of problems attached universality and tenderness with the precise poverty alleviation and assistance, overall planning ,comprehensive treatment and pragmatic effects.
 　
  Fourthly, further fortifying accountability mechanisms of audit and correction. All levels of the Poverty Alleviation Office in early March should finish and rectify the remained fiscal audit and correction problems, and report the auditing result( the county and city government audit and correction situation will be summed up by Municipal of Poverty Alleviation. In the early of March, our office will have a random inspection. In the middle of March, Provincial Government Inspection Office will carry out a random inspection on the implementation situation of audit and correction, with Department of Supervision, Department of Finance, and Department of Audit. those who don't perform well will be treated accountability strictly.
