Hunan Provincial Party Committee and Government carried out implementation suggestions for poverty alleviation of the CPC Central Committee and the State Council. The cultivation and development of express delivery for villages are ranked as one of anti-poverty projects.

  It points out that poverty alleviation is the top priority concerning people’s livelihood during the 13th five-year plan. The targeted aid  should connect with  linked poverty-stricken areas closely and the structure of poverty alleviation through special fund, industries and society need to be built. Poverty-relief project like Internet Plus in rural areas should be propelled, network logistic system be advanced and supply and regulatory system of special agricultural system  established. The post industry and business should be given impetus to set service stations to generalize E-business mode of Internet plus special agricultural products. The extending business of E-business, express delivery and logistics enterprises should be supported and run of integrated service of rural business advanced. Those famous E-business platforms like Alibaba, Jing Dong and Suning should be encouraged to set up service centers in impoverished areas. The rural E-business system should be improved to provide network expenses and micro-credit. In this regard, a cluster of express delivery villages can be cultivated and developed. Developing special industries in impoverished areas should be addressed as key domain to help every poor county to form more than one special industry.

  It addressed that provincial committee and government should conduct supervision of poverty alleviation. Industry departments should ensure the full implementation of responsibility system through targeted aid which is the key content of the 13th five-year plan. Specific implementation and annual plan need to be done as soon as possible.

  Hunan Provincial Bureau said that promoting express delivery and special agricultural products is the focal point of improving shortage of express delivery in rural areas and reinforcing supply-side reform. The targeted connecting system will be built as a response to widespread concern for express delivery in rural areas and urgent expectation of poverty-stricken areas. The cultivation and development of express delivery for villages will be taken as a lead to guide express enterprises to take a part in the establishment of rural E-business and agricultural delivery system. The industrial platform of poverty relief should be built to help more underdeveloped countrysides share dividend of postal service.
