　 Liu, a male, Han ethnicity, born in October 1978, holds a graduate degree and a Doctor of Law degree, and is a member of the Communist Party of China and 

standing committee of CPC in Hengyang and Deputy Mayor of the Hengyang 

Municipal Government.

    He is now responsible for technology, industry and information technology, 

transportation, airport and airport construction and operation, administrative
