Zhong Fan, a female of Han ethnicity, born in July 1974, holds a postgraduate 

degree anda Doctor of Management, is a senior economist and a member of the 

Communist Party of China. Currently, she serves as a member of the Standing 

Committee of the Party Group and Vice Mayor of the People's Government of 

Hengyang City. 

    She now is responsible for the work related to data resources, administrative 

approvalfinance, securities, and insurance. Also responsible for the safety production, 

petition stability maintenance, and financial risk prevention of the units and industries 

under management.
