Hunan Rolls out 13 Measures to Promote Cross-border E-commerce Development |

The Hunan Provincial People's Government recently issued several measures on promoting the high-quality development of cross-border e-commerce, to accelerate the cultivation of new strengths and new growth drivers for foreign trade development. Thirteen measures were proposed in four aspects – enhancing industrial development, boosting cluster development, reinforcing guarantee of production factors, and facilitating cross-border trade. The measures include the items to: - Push the cross-border e-commercial businesses to get stronger and grow bigger; - Cultivate independent cross-border e-commerce brands; - Boost construction of cross-border e-commercial industrial belts; - Promote differentiated development of cross-border e-commerce comprehensive pilot zones; - Build cross-border e-commerce cluster development parks; - Improve cross-border e-commerce public services; - Construct overseas warehouses of cross-border e-commerce; - Enhance cultivation of cross-border e-commerce personnel; - Expand financial supports to cross-border e-commerce; - Strengthen communication services with cross-border e-commerce enterprise; - Optimize cross-border e-commerce customs clearance services; - Facilitate foreign exchange settlement for cross-border e-commerce; and, - Carry out the tax policy for cross-border e-commerce. According to the document, a batch of cross-border e-commerce businesses and carriers with Hunan characteristics, including large enterprises, independent brands, industrial belts, and industrial parks, will be formed by 2025. This is Hunan's first provincial-level special policy on cross-border e-commerce, said a person in charge of the Hunan Department of Commerce. It embodies the great emphasis and solid confidence and determination of Hunan government in promoting cross-border e-commerce development. Among the 13 measures, nine involve financial support with special funds. There are six national cross-border e-commerce comprehensive pilot zones around the province, respectively in Changsha, Yueyang, Xiangtan, Chenzhou, Hengyang, and Zhuzhou. Hunan is in the front rank in both business scale of cross-border e-commerce and number of comprehensive pilot zones in western and central regions of China. Some leading enterprises progress steadily in cross-border e-commerce, such as Anker Innovations, MMT, and S'Yong International.
