The number of startups registered by Hunan-born entrepreneurs returning home reached 1,291 during the January-November period of 2023, with the paid-in investment of 557.26 billion yuan. These two figures recorded a year-on-year increase of 43.6% and 32% respectively. 

Hunan's thirteen cities and one prefecture showed a rising enthusiasm for investment attraction. An array of activities including exchange meetings and symposiums, specifically targeting for Hunan-born entrepreneurs returning home were held. With a focus on key industries and competitive industrial chains, the local authorities took a slew of measures such as breakfast meetings and salons to attract entrepreneurs.

By the end of 2023, the federations of industry and commerce across the province have established relationship with 950 Hunan chambers of commerce founded in other parts of China and have provided appropriate guidance services. The full coverage of such chambers of commerce throughout China has been achieved. These federations also have maintained regular contacts with 42 Hunan chambers of commerce founded abroad. With the help of Hunan chambers of commerce across China, 39 liaison stations have been established for Hunan-born entrepreneurs returning home to start up a business.

In recent years, Hunan has focused on fostering a market-oriented, law-based, and internationalized business environment. The provincial authority has listed optimizing business environment as a key focus of its work in the provincial plans like the "Three Major Supports and Eight Key Points" and the "Six Battles for Development". It rolled out a "Six Ones" working plan to establish a ranking of top 100 private enterprises; a New Hunan Contribution Award; a service center for private enterprises; a supporting policies manual for private enterprises; a joint conference office on optimizing the economic development environment; and, a platform for market application of the sci-tech outcomes. These efforts help provide reassurance for Hunan-born entrepreneurs and allow them to focus on the development of their businesses.
