On the morning of December 26th, the 2024 province-wide centralized commencement and completion ceremony for major projects was held. Hengyang, serving as a sub-venue, saw the commencement and completion of 35 projects, with a total investment of RMB62.96 billion . Among these, 28 newly launched projects with a total investment of RMB23.45 billion span sectors including advanced steel materials, metrology testing, nuclear technology applications, and power transmission equipment manufacturing. Seven completed projects with a total investment of RMB39.5 billion cover fields such as non-ferrous metals, new-generation information technology, and modern logistics. Hengyang secured the second-highest provincial ranking in both the number of projects launched at the centralized commencement ceremony and the total investment amount of completed projects.

Vice Governor Cao Zhiqiang, Secretary of the Communist Party of China (CPC) Hengyang Municipal Committee Liu Yuegao, Deputy Secretary of CPC Hengyang Municipal Committee /Mayor Zhu jian attended and jointly broke ground for the Henggang Extra-Large Diameter Continuous Rolling Pipe Industrialization and Sustainable Development Project.

The newly launched Hengyang Steel's RMB7.8 billion mega-diameter rolling pipe project will build the world's first 800,000-ton seamless pipe production line with record-breaking dimensions. The initiative upgrades continuous casting systems, power grids, and testing facilities, while implementing digital upgrades and ultra-low emission retrofits across existing lines. As a flagship project in Hunan's campaign to upgrade traditional industries through in-situ expansion, this initiative will make Hengyang Steel as the world's largest single-site seamless steel pipe manufacturer upon completion, while bolstering efforts to establish a domestic premium-grade seamless pipe production hub.

Deputy Director-General of the General Office of Hunan Provincial People's Government Chen Zhuoyi , Party Committee Secretary /Chairman of Hunan Iron & Steel GroupLi Jianyu , along with municipal leaders Yu Xinfan, Hu Guoxiong, and Wu Lesheng attended and jointly conducted the groundbreaking ceremony for the project.

So far this year, Hengyang has implemented key policies from the 20th CPC Central Committee's Third Plenary Session and the General Secretary XI Jinping's Hunan inspection guidelines. Guided by "Eight Major Initiatives", Hengyang is advancing "manufacturing-led and cultural tourism development", focusing on strategic projects to boost cost-effective investments. From January to November, all 50 provincial and 400 municipal key projects in Hengyang exceeded their annual investment targets, with total commitments surpassing RMB110 billion. This drove an 8.7% year-on-year growth in fixed-asset investment, ranking second province-wide and first among Category A prefectures cities in growth rate.
