Hengyang News Network – By Wang Qianwen – July 7: Chen Fei, Vice Chairman of the Standing Committee of Hunan Provincial People’s Congress, led a delegation to Beijing to inspect the implementation of major projects and platform development for Hengyang’s intelligent weighing instrument metrology industry. The delegation visited the State Administration for Market Regulation (SAMR), Beihang University, and China Testing & Certification International Group (CTC), holding discussions with Bai Qingyuan, Vice Minister of SAMR; Wang Yunpeng, President of Beihang University; and Zhu Lianbin, Party Committee Secretary and Chairman of CTC. Zhu Jian, Deputy Secretary of Hengyang Municipal Party Committee and Mayor, participated in the inspection.

At SAMR, Chen Fei expressed sincere gratitude for the administration’s strong support for the Hengyang Intelligent Weighing Instrument Metrology Industrial Park. He stated that the park adheres to the principle of "serving the development of a unified national market and supporting China’s manufacturing strength," focusing on four key areas: measurement, metrology, inspection, and testing. With full-chain R&D, manufacturing, and application efforts, Chen hoped SAMR would provide further guidance in policy support, platform empowerment, attraction of leading enterprises, and industry conferences/exhibitions ("Two Conferences, One Exhibition") to jointly advance high-quality industry development.

Bai Qingyuan noted that SAMR and Hunan Province have achieved substantial results through frequent collaboration, fostering a favorable environment for the industrial park. He emphasized the need to:

Precisely attract leading enterprises and leverage public technical service platforms to overcome core metrology technology bottlenecks;

Optimize the intelligent weighing instrument metrology industry fund to build a cost-efficient, well-supported, and service-oriented industrial park;

Consolidate resources to support the park in 15th Five-Year Plan formulation, innovation platform development, and metrology talent training, strengthening metrology services for Hunan’s manufacturing transformation.

Zhu Jian reported on the park’s progress, affirming that Hengyang will maintain a "self-driven and proactive" spirit to expand the industry through investment attraction, policy implementation, innovation platforms, conferences/exhibitions, and talent development, contributing to breakthroughs in core technologies and future industrial growth.

At Beihang University, the delegation inspected the MOE Key Laboratory of Precision Opto-Mechatronics Integration Technology and the Joint Laboratory of Advanced Aerospace Propulsion Testing Technology, reviewing cutting-edge research and industrial applications. Chen Fei proposed deepening pragmatic cooperation in scientific achievement incubation and establishing regular exchange mechanisms.

Wang Yunpeng reiterated Beihang’s commitment to university-local collaboration, pledging to leverage academic and platform advantages to support the park’s development, accelerate technology transfer, and establish an integrated "government-industry-academia-research-application" innovation mechanism.

At CTC, the delegation toured the Future Laboratory of the First Inspection and Certification Institute. Zhu Lianbin emphasized CTC’s dedication to cooperating with Hunan, stating it would increase investment and technical support to accelerate the cultivation of new quality productive forces.
