Business performances are allowed in low-risk areas.

The other day the Marketing Management Division of the Ministry of Culture and Tourism has issued Guide on Prevention and Control Measures for Restoring the Opening of Outbreaks in Theatre and Other Performing Places (2nd Edition). The guidelines emphasize that under the condition of adequate epidemic prevention measures, commercial performances can be held in low-risk areas with the consent of the local party committee and government, but the holding of medium and large-scale commercial performances are temporarily suspended. And the new approval of foreign-related, Hong Kong-related, Macao-related and Taiwan-related commercial performance activities is also suspended (except for those with cast and crew already in the country). What’s more, the on-site interaction before and after the performance is temporarily cancelled. While in areas with medium and high risks, commercial performances are temporarily suspended.

The guidelines make detailed regulations on strengthening cleaning and disinfection, strengthening ventilation, equipping protective equipment, and standardizing garbage disposal. It is particularly pointed out that the performance venue should set up a (temporary) isolation area, which is located relatively independent, set up reminder signs and equipped with safe and effective protective equipment. A special person also should be designated to be responsible for this area, in case those who develop symptoms such as fever can be immediately temporarily isolated.

No more than two hours for consumers to stay in Internet service places or entertainment places.

The guidelines point out that under the condition that epidemic prevention measures are adequately implemented, all localities should strictly follow the unified arrangements of the local party committees and governments to determine the time and specific requirements for the restoration of online service sites by taking the country area as a unit and classifying the districts. It is recommended to suspend business in areas with high risk of the epidemic.

The reopening of Internet service places and entertainment places shall strictly implement the measures of limiting personnel flow. Measures should be taken to make appointments for consumption, to enter the venue at different peaks, to sit at intervals, and to limit staying time. And implement dynamic management of the number of consumers in the venue to prevent clustering risks.

Internet service places should take measures such as booking consumption, mis-peak admission and sitting at intervals to limit the flow of people. No more than 50 percent of the authorized number of consumers should be admitted to the Internet service premises, and no more than 50 percent of the authorized number should be admitted to each private room (It is recommended that an express limit be placed at the door of the private room.). Also, consumer Internet time is not more than two hours.

Internet service sites should set up a (temporary) isolation area, which is relatively independent, set up reminder signs, equipped with safe and effective protective equipment, and designated a special person to be responsible for the temporary isolation of personnel when they develop symptoms such as fever.

Entertainment venues should be equipped with facilities for measuring body temperature, and have a dedicated person on duty. When entering the premises, consumers must wear masks, measure their body temperature, show their health codes, and register with their real names. If consumers do not wear masks or have abnormal body temperature, the venue shall refuse his or her entry.

Entertainment venues should take measures such as booking for consumption and mis-peak admission to limit the flow of consumers. The number of consumers accepted by singing and dancing entertainment venues shall not exceed 50% of the approved number, and the number of consumers in each package shall not exceed 50% of the approved number (It is recommended to indicate the number of people at the door of the private room.). The number of consumers accepted by entertainment venues shall not exceed the approved number 50% of the number of people. Consumer entertainment time does not exceed two hours.
