On the morning of September 12th, the meeting of the Standing Committee of the Municipal Party Committee and the summary meeting of the Party discipline learning and education of the Party building work leading group of the Municipal Party Committee were held, conveying and studying General Secretary Xi Jinping's important speech and instructions on Party discipline learning and education, as well as the relevant spirit of the central and provincial Party discipline learning and education summary meetings, and listening to the implementation opinions of our city. The spirit of the "Notice on Implementing the Requirements of Party and Government Organs to Live a Tight Life" issued by the General Office of the Communist Party of China Hunan Provincial Committee and the General Office of the Hunan Provincial People's Government was conveyed and implemented. The Draft List of Recommended Candidates for Outstanding Communist Party Members and Advanced Grassroots Party Organizations in the Province for Flood Prevention, Rescue and Disaster Relief in 2024 was discussed and approved. The Secretary of the Municipal Party Committee, Liu Yuegao, presided over the meeting.

We need to focus on promoting the long-term and regular learning and education of party discipline, establish a disciplinary education mechanism that combines regular and centralized efforts, continuously deepen the integration of party spirit, party conduct, and party discipline, carry out warning education in a normalized and institutionalized manner, and promote the integration of party discipline learning and education into daily life and in a regular manner. We must focus on strengthening the strict governance of the Party with the spirit of reform, adhere to deepening reform as the driving force, continuously improve the comprehensive strict governance system with complete elements, functions, scientific norms, and efficient operation, and perfect the institutional mechanisms of preventing corruption, preventing corruption, and avoiding corruption. We should focus on creating a good environment for taking responsibility and doing practical work, continuously deepen the reform of the cadre personnel system, clearly establish the correct guidance for selecting and employing personnel, deepen the use of the "four forms" of supervision and discipline enforcement, create a good atmosphere for taking responsibility and doing practical work, and reflect the results of party discipline learning and education in promoting high-quality development.

The meeting emphasized the need to firmly establish the idea of living a tight life, implement measures for living a tight life, strengthen the responsibility for living a tight life, always take hard work and frugality as the long-term policy, focus on vigorously implementing the development strategy of "building the city through manufacturing and revitalizing the city through culture and tourism". The meeting stressed that we should conscientiously identify grass-roots and front-line Party members and grass-roots Party organizations that have demonstrated outstanding performance in the major struggle of flood control, rescue and disaster relief, ensure that the recommended objects are progressiveness, typical and representative, carry forward the "flood fighting spirit", continue to use people around us to lead more people, vigorously create a good atmosphere of taking the lead and taking responsibility, pool our work forces, and create a safe and stable environment for accelerating the process of regional centralization.
