On the morning of September 13, Liu Zhongjie, deputy secretary of the CPC Hengyang Municipal Committee and mayor of Hengyang, visited Hengyang East Railway Station to survey traffic organization improvements and chaired a symposium. On September 7, the Publicity Department of the CPC Central Committee and the National Development and Reform Commission jointly announced the 2025 “Stars of Integrity.” Huang Yuxiang, a 69-year-old one-armed resident of Jinhua Village in Kuzongqiao Township, Hengyang County, was among those honored. Through her steadfast commitment to honesty and integrity, Huang has become a vivid example of Hengyang’s strong culture of integrity and contributed to a favorable social environment for the city’s credit system development.

In recent years, Hengyang has attached great importance to developing its social credit system, using it as an important means of improving the business environment and promoting high-quality development. By strengthening both credit data collection and the application of credit information in various scenarios, the city has worked to turn integrity from a moral principle into tangible credit value.

According to the Hengyang Municipal Development and Reform Commission, the city’s credit platform has collected more than 11.85 million pieces of credit information across 51 categories from over 50 government departments. Hengyang’s city credit monitoring ranking has risen to 80th nationwide.

Second, aligning with overarching development goals—acting as a pragmatic contributor to urban advancement. Priority should be given to supporting the "Manufacturing-Led City" and "Culture- and Tourism-Driven Development" strategies by identifying critical entry points in municipal governance and economic planning; conducting problem-driven field research to diagnose bottlenecks impeding high-quality growth; and producing high-caliber, policy-relevant research outputs grounded in empirical evidence and analytical rigor.  

Third, adhering to a people-centered approach—functioning as an empathetic facilitator of public welfare. Research agendas must reflect grassroots realities and prioritize issues of urgent public concern—such as livelihood security, social equity, and community well-being. Public outreach efforts should adopt engaging, inclusive formats to enhance accessibility and impact. Efforts to revitalize traditional culture must emphasize creative transformation and innovative application, thereby enriching civic spiritual life.  

Zhu Jian further stressed the importance of strengthening institutional capacity: social science professionals must embody the ethos of "practitioners"; the Municipal Federation must serve as a supportive "mother organization" fostering talent and collaboration; and Party committees and governments at all levels must act as committed "enablers"—each fulfilling its responsibilities to jointly cultivate a vibrant, pluralistic, and academically rigorous ecosystem for social science development.  

Hu Daosong, delivering remarks on behalf of the Party Committee of the Hunan Provincial Federation of Social Sciences, congratulated the Congress and commended the Hengyang Municipal Federation for its pioneering role in advancing innovation, accountability, and excellence across key domains—including theoretical education, policy consultation, science popularization, local cultural research, and talent development. Its comprehensive performance ranks among the top in the province, providing robust theoretical grounding and intellectual support for Hengyang's high-quality development. It is reported that the men's adult basketball competition of the 15th Provincial Games comprised two phases: the group stage and the cross-elimination stage. In the group stage, the Hengyang team competed against Shaoyang, Yiyang, Zhuzhou, and Chenzhou. While suffering one narrow loss to Yiyang, the team secured decisive victories over the other three opponents and advanced to the cross-elimination round. There, they defeated Xiangtan before facing Yiyang—the host city and their earlier group-stage adversary—in the final. To renovate 4,000 old residential communities and upgrade 12,000 kilometers of aging pipeline networks

The General Office of the People's Government of Hunan Province recently issued an implementation plan for the three-year urban renewal campaign of Hunan Province (2026-2028). The plan outlines 20 specific tasks in six major sections, including promoting area-based renewal, creating livable spaces, enhancing safety resilience, facilitating cultural continuity, improving governance capacity, and refining policy mechanisms. In 2026, the province will launch the construction of 100 urban renewal areas, and by the end of 2028, 80 pilot areas will be basically completed.

A guideline on continuously advancing urban renewal campaign was issued by the General Office of the People's Government of Hunan Province last year. This year, the implementation plan refines the medium and long-term goals into quantified tasks by year and field, with area-based units for overall planning and implementation. It coordinates residential improvement, supporting facilities completion, environmental remediation, and safety governance for simultaneous implementation. Comprehensive urban physical examinations will be carried out, with prefecture-level cities completing full coverage of urban physical examinations in central urban areas by the end of December 2026, and county-level cities fully launching urban physical examinations in 2026.

The plan focuses on the pressing difficulties and problems that concerned people most. By 2028, 4,000 old residential communities in urban areas will be renovated and 500 high-quality integrated communities created. 18,000 units of old housing will have undergone resident-initiated renewal, 5,000 elevators added or upgraded, 300 pocket parks and community parks newly built or expanded, and 300 kilometers of urban greenways newly built or renovated. Meanwhile, a number of urban villages will be renewed and renovated according to local conditions, promoting the transformation and upgrading of old neighborhoods and old factory areas.

The plan highlights firmly safeguarding the baseline of urban safety. By 2028, 12,000 kilometers of aging pipeline networks will be updated and renovated, and 18 household waste incineration facilities will undergo upgrading and renovation. A general survey of urban C and D-grade dangerous housing and non-self-contained housing will be conducted with documentation established. For D-grade dangerous housing, special demolition and renovation plans will be formulated for priority disposal. The three systems—housing safety physical examinations, safety management funds, and quality and safety insurance—will be implemented.

The plan emphasizes advancing cultural continuity, strengthening overall protection and adaptive reuse. In 2026, ten provincial-level key areas for historical and cultural protection and utilization will be created. Landscape management in key areas and important sections will be enhanced to shape urban characteristics. Destructive renewal behaviors such as large-scale demolition and construction, demolishing genuine heritage and building fakes must be resolutely forbidden.

The plan also requires leveraging the advantages of special bonds under the "self-review and self-issuance" mechanism. The Jinfurong Investment Fund will be guided to increase investment and the financial institutions encouraged to provide support, broadening investment and financing paths under the premise of strictly controlling implicit government debt. At the same time, legislation will be promoted in the field of urban renewal, improving policy standards for flexible planning control and revitalization of land stock. An expert pool will be established to lead planners, architects, engineers, and appraisers to serve in communities.

By 2028, Hunan will strive to achieve initial results in the transformation of urban development and construction methods, with significantly-improved living environment, a more solid foundation for safe development, and important progress in urban renewal actions.

On September 9th, as the 42nd Teacher's Day approaches, a symposium of Hengshan County on education was held. Hengshan County Party Secretary Li Yifan attended the meeting and delivered a speech. County leaders Kuang Zhijun, Tang Chuli, and Huang Runkui attended the meeting, with the county leader Song Luoqing presiding over the meeting.

Li Yifan, on behalf of the four major authorities of Hengshan County, extended festive greetings and high respect to all teachers and educators in the county. He pointed out that in recent years, the county party committee and government have adhered to the priority development of education, taking providing satisfactory education for the people as the greatest livelihood. The quality of education has steadily improved, the conditions for running schools have continued to improve, the teaching staff has been continuously strengthened, and the vitality of development has been accelerated. The education of Hengshan County has achieved remarkable results.

Li Yifan emphasized that education is the foundation of building a strong country and national rejuvenation. All levels and departments in the county should deeply understand the extreme importance of education from the perspective of emphasizing politics, benefiting people's livelihoods, and promoting development. They should firmly shoulder the political responsibility of prioritizing education development, adhere to the bottom line of education fairness and justice for people's livelihoods, give full play to the strategic function of education in gathering people and revitalizing the city, to maintain a clear and urgent sense of competition.

Li Yifan requested to focus on key tasks and comprehensively improve the level of education work in Hengshan County. We must uphold the comprehensive leadership of the Party over the education cause, adhere to the fundamental task of cultivating morality and talents, adhere to the value orientation of educational equity, adhere to the bottom line of safety, and always keep the direction and fundamental principles in mind. We should aim at the overall goal of accelerating the construction of a strong county in education, providing satisfactory education for the people, actively serving and integrating into the construction of the Hengyang Regional Education Center, and dare to benchmark against first-class and take the lead. We need to take measures such as further deepening moral education, expanding and improving quality, strengthening teachers’ education, and promoting reform and innovation, and adhere to targeted efforts to achieve practical results. We must genuinely care for teachers, tell good educational stories, unite social forces, and vigorously promote respect for teachers and education, and promote education for all.

Li Yifan emphasized that education is a systematic project that requires all levels and departments, as well as the whole society, to work together in the same direction. The Party committee and government should shoulder their main responsibilities, functional departments should fulfill their collaborative responsibilities, and the education system should implement direct responsibilities. In the meeting, the report on the education was listened. The selection of outstanding teachers and head teachers of Hengshan County in 2026 were announced. Six teacher representatives made exchange speeches.

Zhu Jian fully affirmed the achievements of the city's basic education work. He pointed out that since the beginning of this year, the whole city has been closely focusing on the goal of "upgrading basic education", showing a good trend of more solid foundation in education, continuous optimization of teaching staff, and steady improvement in education quality. In the next stage, we need to strengthen goal orientation and continuously deepen education reform. We must steadily improve the quality of education and teaching, deepen innovation in teaching models, implement the "Double Reduction" policy to enhance quality and efficiency, strengthen the teaching staff, and attach importance to mental health. We must firmly guard the bottom line and red line of campus safety, consolidate safety management responsibilities, regularly carry out inspections and rectification of campus and surrounding safety hazards, strengthen emergency response capabilities, enhance the safety prevention awareness and self-rescue and mutual assistance abilities of teachers and students.

Zhu Jian emphasized that promoting the high-quality development of basic education in Hengyang City is a "long-term plan" that requires the concerted efforts and joint management of the whole city.

From September 4 to 6, the 2026 Hunan (Changsha) Cross-Border E-Commerce Trade Fair (hereinafter referred to as the "Cross-Border Fair"), themed "Digital-Intelligent Cross-Border · Hunan Trade Goes Global," was held at the Hunan International Convention and Exhibition Center (Mango Hall). The Hengyang enterprises participating in the exhibition came from various counties and districts, with products covering multiple fields including consumer electronics, intelligent manufacturing, modern agriculture, food processing, luggage and apparel, and new materials. In the intelligent manufacturing sector, Huidi Intelligent Technology brought window-cleaning robots, mite removers, floor washers, and other products that are sold extensively on mainstream platforms such as Wildberries, AliExpress, Temu, Ozon, and Amazon; Maite Braking Systems showcased automotive brake pads; Jianlimei Superhard Materials exhibited synthetic diamonds, diamond tools, and cultivated diamonds. In the specialty food sector, enterprises such as Dongfang Tianrun, Zhihong Agriculture, Deyuan Lotus Industry, and Youji Food brought geographical indication products and green foods including camellia seed oil, Jingtou sweet potato vermicelli, Taiyuan white lotus, and daylily; Jinfu Agriculture, Longyuan Food, and other enterprises showcased specialty agricultural products such as morel mushrooms and biba (a traditional rice snack). In the light industrial consumer goods sector, Hanke Luggage exhibited suitcases, backpacks, and handbags; Zhengxiang Tengyue Craft Factory brought woven handicrafts.

At the exhibition venue, the Hengyang booths saw a continuous stream of merchants and visitors, attracting over 180 prospective buyers in total and generating purchase intentions of nearly 11 million yuan. At the concurrently held 2026 Cross-Border E-Commerce High-Quality Development Ecosystem Conference, the Municipal Commerce Bureau delivered a special presentation.

On the afternoon of September 5, Liu Zhongjie, deputy secretary of the CPC Hengyang Municipal Committee and mayor of Hengyang, visited Hengyang Urban Development Group and chaired a symposium. He stressed that the group should follow the requirements of the municipal Party committee and government, focus on urban renewal, asset operation and market services, and make all-out efforts to prevent risks, promote transformation and seek development, providing solid support for the city’s high-quality economic and social development.

Liu visited several projects operated by the group, including the Weichu Youcai project, the Beautiful Baisha commercial complex and the Hengyang Land Port Hub project. He said the group should apply market-oriented thinking throughout the full life cycle of projects, carefully calculate input-output returns, improve asset operation efficiency through refined management, and enhance supporting services to achieve both social and economic benefits.

At the symposium, after hearing the group’s work report, Liu recognized its contribution to Hengyang’s urban construction and development. He called for a clearer strategic positioning and scientific planning for the 15th Five-Year Plan period. Focusing on urban renewal, asset operation and market services, the group should break down targets by quarter and project, and strive for new breakthroughs in total assets, operating revenue and profitability.

Liu emphasized transformation in thinking, business and management. The group should build a team that understands the market and is good at business operations, abandon passive reliance, and actively adapt to market changes. It should identify opportunities within Hengyang’s modern industrial system featuring local characteristics, invest in high-quality local enterprises and expand into new sectors. It should also improve incentive and accountability mechanisms to stimulate vitality through reform.

Liu urged the group to resolve longstanding problems, seize the opportunity of the 12th Global Hunan Entrepreneurs Conference to launch quality projects, participate in the city’s “six networks” construction, strengthen investment attraction, cooperate with leading central state-owned enterprises, control costs, improve profitability and strengthen Party building.
