Not long ago, the "Precision Optical Microscopy Imaging Instrument Technology Innovation Capability Enhancement" project, led by Hunan Sanwen Science and Education Instrument Co., Ltd. and jointly developed by Hunan Institute of Technology, Hengyang Normal University, and Guangzhou Yuexian Optical Instrument, was in hot preparation. This project has been approved as the first batch of central guidance for local scientific and technological development special projects in 2025, becoming a landmark achievement of Yanfeng District empowering innovation chains with talent chains.

Yanfeng District is building a complete chain of talent attraction, education, utilization, and retention. By deepening industry university research cooperation, promoting technological innovation and the transformation of scientific and technological achievements, the district has achieved a technology contract turnover of 5.4 billion yuan in the past three years. The number of technology-based small and medium-sized enterprises has reached 123, and the number of specialized, refined, and innovative "little giant" enterprises ranks among the top in Hengyang City.

Last year, through three special events, Yanfeng District attracted more than 80 high-end talents to settle in through a "flexible introduction" model. Based on the cultivation goals of the power transmission and transformation industry, we will establish an order based training program for "high skilled talents in power transmission and transformation" to achieve precise matching of talent supply and demand. We should proactively bridging the gap and facilitating cooperation between Nanhua University School of Medicine and enterprises such as Wudou Information to apply for the provincial natural science fund special project. We should support the joint construction of technology research and development centers by enterprises such as the Three Culture, Science and Education, Huapeng Railway, and universities, forming a virtuous cycle of "gathering talents through projects and leading projects through talents".

Yanfeng District allocates special funds every year to support members of the Science and Technology Expert Service Team to bring technology into enterprises, helping to transform scientific and technological achievements from "laboratories" to "production lines". 153 innovation and entrepreneurship service institutions have been introduced, providing policy application guidance, financial support, team incubation and other services. Policies have been implemented to ensure talent housing and children's education, and eliminate concerns about talent rooting.

At present, the scale of the Yanfeng District Science and Technology Expert Service Team has reached 138 people, solving more than 100 technical problems for enterprises, and has been approved as a provincial-level excellent science and technology expert service team for 2024. The innovative doctoral team in this area adopts the "unveiling and leading" mechanism to assist Ruihe Precision in developing new technologies, with an expected growth of 30% in output value; Assist Hunan Hongtuo in solving technical difficulties in intelligent production lines, increasing production capacity by 50%.
