On the afternoon of July 8th, Lei Hua, the Secretary of Qidong County Party Committee, presided over a special meeting to listen to the report on the construction of resettlement housing in the county. He emphasized the need to consolidate the responsibilities of all parties, accelerate the construction process, adhere to goal orientation, and make this livelihood project practical and detailed, effectively enhancing the sense of gain and happiness of the people.

At the meeting, the Qidong County Urban Development and Construction Command, Yongchang Street, Yuhe Street, Hongqiao Street, Baihe Street, Guiyang Town and other units reported on the construction of resettlement sites. The attendees actively provided suggestions and advice on promoting project construction.

Lei Hua affirmed the phased achievements made in the construction of resettlement sites throughout the county, believing that there has been progress and effectiveness in the construction of resettlement housing, and the public's recognition continues to improve. However, there are still problems such as insufficient guarantee of factors, overall lagging progress, low efficiency in handling affairs, and inadequate supporting facilities. He emphasized the need to closely monitor the annual target tasks. He said we strictly follow the established timeline, resolutely implement the construction tasks of 22 resettlement sites this year, ensure the steady progress of the projects, and complete them on schedule, to solve prominent bottlenecks. Efforts will be made to break through the obstacles in key links such as application fees, procedure handling, fund guarantee, and main material testing, and to properly solve the problems left by the unified planning and construction of Shishigan resettlement land, as well as the difficulties in resettlement projects such as Baiyun, Zaoziyuan, and Datang. The handling of land use procedures and the management of land application and construction regulations will be improved, and it will be clarified that the County Self Planning Bureau, Urban Management Bureau, and Housing and Urban Rural Development Bureau will arrange dedicated personnel to handle the procedures. The Qidong County Finance Bureau and platform companies will ensure that funds are fully and timely disbursed. The owner units will clarify the main material testing fees and standards, and improve the supporting infrastructure. We need to improve policy operation regulations. We should accelerate the improvement of demolition policies and determine new policy measures as soon as possible. We should improve and optimize the resettlement methods, vigorously explore and promote the "resettlement repurchase and existing house bundling" model. We should establish a sound follow-up project promotion mechanism and a mechanism for selecting and eliminating construction units. We need to consolidate the responsibilities of multiple parties in our work. The relevant townships (streets) need to finalize the procedures for application for construction, allocation of resettlement housing, and responsibilities for early land acquisition and demolition. Owners should accelerate the fundraising process, strengthen safety and quality supervision, and promote the application for construction procedures. Relevant departments should establish dedicated personnel and teams to speed up the processing of procedures. The county urban development and construction command center should play a leading and overall role, strengthen overall coordination and scheduling, and ensure the smooth progress of resettlement housing construction work.
