On the afternoon of July 10, Zhu Jian, Mayor of Hengyang, presided over the 15th executive meeting of the Municipal People’s Government in 2025. The meeting focused on studying and implementing the latest important speeches and instructions delivered by General Secretary Xi Jinping, conducted a special study of the Regulations on the Sharing of Government Data, and reviewed work arrangements related to flood and drought response, grain procurement and storage, summer power supply, and the “Summer Offensive” campaign for pollution prevention and control.
The meeting conveyed the spirit of General Secretary Xi Jinping’s congratulatory letter to the 14th National Committee of the All-China Youth Federation and the 28th National Congress of the All-China Students’ Federation, as well as his important remarks made during an inspection tour in Shanxi. The meeting emphasized the need to fully implement the Party’s leadership over youth-related work, intensify efforts to attract young talent, strengthen platforms for youth development and engagement, and address pressing concerns such as employment, entrepreneurship, and housing. Efforts should be accelerated to build a youth-friendly city and make Hengyang a city that appeals to young people.
The meeting also underscored the importance of carrying forward the great spirit of the War of Resistance, fostering unity and resilience, and advancing the transformation and upgrading of traditional industries in a steady and effective manner. Enterprises should be guided to pursue technological transformation and innovation. Greater efforts will be made to implement livelihood initiatives and projects that reflect public concerns, with the aim of improving people’s well-being and ensuring public safety.
During the special study session on the Regulations on the Sharing of Government Data, participants were urged to seize this opportunity to establish a sound, unified government data governance system. The goal is to dismantle “data silos,” address concerns over data provision, standardize data utilization, and accelerate the integration of government big data across the city.
The meeting stressed the need for heightened vigilance in flood and drought response. All departments should ensure scientific planning, targeted actions, and coordinated efforts involving government leadership, social participation, and public engagement, in order to build a strong defense against natural disasters and ensure the safety of people’s lives and property.
On food security, the meeting called on all counties, cities, and relevant municipal departments to actively fulfill their responsibilities under the joint accountability system of the Party and the government. Stronger leadership is required in early-season rice procurement, along with full implementation of grain purchasing policies and timely execution of temporary reserve grain collection, to ensure that farmers can sell their grain without obstruction.
As the city enters the critical period of summer power consumption, the meeting emphasized the need to uphold a people-centered development philosophy. Every effort must be made to ensure reliable electricity supply for residents, key facilities, and major enterprises. A strong sense of responsibility must guide the work of ensuring power security and stability, thereby providing reliable energy support for high-quality development.
Lastly, the meeting called for the earnest implementation of national and provincial directives on environmental protection. The city will carry out targeted campaigns to combat illegal dumping and disposal of solid waste, as well as conduct thorough risk assessments at landfill sites. Key attention will be given to issues raised through central and provincial environmental inspections, public complaints, and online opinion, especially those related to livestock and poultry farming, water pollution, and heavy metal contamination.
