On April 18, a delegation from the Hunan Institute of Technology, led by Party Secretary Cao Zhiling and Deputy Party Secretary and President Zeng Guangsheng, visited Yangliu Village in Niaojiang Town, Qidong County, to investigate the progress of rural revitalization and village-based assistance efforts. Chen Changyi, Deputy Secretary of the Qidong County Party Committee and Secretary of the County Political and Legal Affairs Commission, and Jiang Li, Member of the Standing Committee of the County Party Committee and Minister of the Organization Department, also participated in the visit.

Yangliu Village’s collective economy is primarily supported by photovoltaic power generation, yellow cattle farming, and revenue from leased reservoirs. In 2024, the village’s collective income reached RMB 237,500. The delegation visited the village’s cattle farm and other collective industry projects to gain a comprehensive understanding of their development status.

During a symposium, participants from the Hunan Institute of Technology studied General Secretary Xi Jinping’s important discourses and directives on agriculture, rural areas, and farmers (commonly known as the “Three Rural” issues), as well as key documents from the central and provincial governments regarding rural revitalization. The village work team, local Party branch and village committee, and the university’s Organization Department presented reports on the village assistance efforts. They also discussed challenges in the village’s third-phase photovoltaic project and strategies for ensuring the sustainable development of the cattle farming initiative.

Since the Hunan Institute of Technology’s village work team was stationed in Yangliu Village, they have pursued a project-driven approach under the overall guidance of political development. Tailored to local conditions, they have launched industrial projects such as yellow cattle farming and photovoltaic power generation, while enhancing water infrastructure, upgrading village roads, improving the village’s living environment, and carrying out practical services for residents. Over the past two years, the team has helped secure over RMB 5 million in funding, boosting the village’s collective income from RMB 60,000 in 2022 to over RMB 200,000 today.

Cao Zhiling commended the remarkable results achieved by the work team, noting that the village assistance efforts have produced tangible benefits, empowered the team members, and brought real gains to the villagers. He expressed hope that the university would further deepen cooperation with the Qidong County Party Committee and government, promote the “Yangliu Model” more broadly, and establish a strategic partnership in talent cultivation and university-local government collaboration.

Chen Changyi expressed gratitude to the Hunan Institute of Technology and the village work team for their contributions to rural revitalization. He stated that the county government will expedite the grid expansion of the photovoltaic project and fully support the cattle farm initiative. He called on the university to continue its support for rural revitalization in Qidong, offer more assistance in talent development, technology transfer, and industry-academia collaboration, and generate more replicable and scalable “Yangliu experiences” to further advance rural revitalization efforts.
