On the morning of April 18th, Mayor of the municipal government Zhu Jian presided over the 8th executive meeting of the municipal government in 2025, studying and implementing the spirit of General Secretary Xi Jinping's recent important speech, studying and deploying the preparation of the "15th Five Year Plan", deepening the strategic cooperation between Hengyang Municipal People's Government and the University of South China, adjusting the standards for assistance and guarantee for disadvantaged groups, and reviewing relevant documents.

The meeting stressed that the whole city should deeply understand the concept of communication, actively integrate into the high-quality co construction of the "the Belt and Road", vigorously implement the action of "Hengyang enterprises' going abroad" and "Hengyang products' Going overseas", efficiently operate the China Europe (Central Asia) train and the Hunan Guangdong non rail sea inter-modal transport channel, continue to promote the key action of "breaking zero and multiplying" in foreign trade, and focus on the steady growth of foreign trade in key parks and enterprises. We need to fully leverage the advantages of international sister cities and other resources, further deepen exchanges and cooperation with countries in Europe, Southeast Asia, etc., tell the story of Hengyang well on a larger scale, and make Hengyang contributions to promoting the construction of a community with a shared future for mankind.

The meeting pointed out that the preparation of the "15th Five Year Plan" is not only a scientific plan and systematic deployment for the development of Hengyang in the next five years, but also an important basis for the government to fulfill its macroeconomic regulation and public service responsibilities. It is necessary to closely follow the national and provincial strategies, highlight Hengyang's characteristics, strengthen coordination and linkage, closely focus on the development strategy of "manufacturing to build the city and promoting culture and tourism", scientifically plan the main goals, major strategic tasks, and major engineering projects for the economic and social development of the "15th Five Year Plan", and strive for more projects and work to be included in the "cage" of the national and provincial "15th Five Year Plan".

The principle of the meeting passed the "Deepening Strategic Cooperation Framework Agreement between Hengyang Municipal People's Government and University of South China", emphasizing the need to deepen the collaborative promotion mechanism, regularly convene joint meetings for University-Government cooperation, and timely study and solve major problems in cooperation. The relevant committees and bureaus should strengthen coordination and cooperation, proactively provide advanced services, provide comprehensive support for University of South China, work together to create a new benchmark for school local cooperation in the new era, better promote University of South China to enter the ranks of "Double First Class" universities, and assist Hengyang in implementing the development strategy of "building the city with manufacturing and revitalizing the city with culture and tourism".

The meeting emphasized that all levels and relevant departments should make every effort to ensure the basic living security of urban and rural disadvantaged groups, adjust the urban and rural subsistence allowances, the "two subsidies" for disabled persons, and the minimum living security standards for orphans and children without factual support, further improve and perfect the social assistance system, secure the bottom line of people's livelihood, and do a good job in people's livelihood.
