On the morning of June 19, Zhu Jian, Deputy Party Secretary and Mayor of Hengyang, led a delegation to the Hunan branch of China Telecom and the Hunan branch of the China Development Bank (CDB) to carry out strategic coordination and deepen cooperation in a broader range of fields.
At China Telecom Hunan, Zhu and his team visited the informatization achievement exhibition hall. Wan Peng, Party Secretary and General Manager of the company, introduced its focus on the development of strategic emerging industries. He noted that Hengyang is one of China’s 32 national internet backbone node cities and the province’s second-largest computing power center. With the scale effect of the Hengzhou Avenue Digital Economy Corridor and diversified application scenarios, Hengyang enjoys a comparative advantage. China Telecom is committed to building Hengyang into a national-level computing power hub. On top of the RMB 3 billion investment in the Hengyang Computing Power Center project, the company will continue to enhance investment in communication infrastructure and big data systems. It also aims to deepen collaboration in key areas such as e-government cloud infrastructure, enterprise digital transformation, and the low-altitude economy, contributing actively to the construction of “Digital Hengyang.” Zhu Jian expressed his sincere gratitude to China Telecom for its long-standing support for Hengyang. He emphasized the importance of close collaboration to better align with the “Digital Hunan” strategy and fully unleash Hengyang’s potential as a national internet backbone node city. He called for greater efforts to leverage China Telecom’s expertise to support the city’s overall development goals centered on “revitalizing manufacturing and boosting culture and tourism.” He highlighted the need to advance the application of Xinchuang Cloud and DeepSeek large models, promote digital transformation across industries and empower enterprises with intelligent tools, accelerate the digitalization of industries and the establishment of a data product marketplace, build a robust low-altitude economic network and ecosystem, and ensure the effective integration and utilization of data resources within the Hengyang Computing Power Center. These efforts aim to drive high-quality development of the city’s digital economy. At the Hunan branch of the China Development Bank, Zhu Jian introduced Hengyang’s initiatives to accelerate the construction of a modern industrial system. He explained the development strategy focused on stabilizing five key industries, accelerating the growth of three emerging sectors, and laying the groundwork for two future-oriented industries to strengthening both traditional and emerging sectors, and emphasized that humanoid robotics has been identified as one of the city’s two core industries of the future. He expressed hope that the bank would continue to support the development of Hengyang’s humanoid robotics sector and help the city seize the strategic high ground in future economic development.
Zhou Chaonan, Chairman of Runze Technology, noted that humanoid robotics and multimodal large models—representing the third generation of intelligent technologies—have made breakthrough progress, and that the coming decade will be defined by widespread AI applications. Runze Technology, committed to aligning corporate development with social responsibility, plans to establish a humanoid robot R&D and production base in Hengyang. By advancing the integration of artificial intelligence and high-end manufacturing, the company will work to develop a smart care system for the elderly and children, making affordable and intelligent companion robots accessible to ordinary households and benefiting more members of the aging population.
Song Zheng, Party Secretary and President of the Hunan branch of the China Development Bank, stated that Hengyang’s high-quality development momentum is increasingly evident. The bank has always attached great importance to its cooperation with the city. In the next phase, the bank will align with national and provincial strategies, respond precisely to Hengyang’s development needs, and expand financial support for the private sector and promising embodied intelligence industries. It will continue to deliver “golden warmth” to the “silver economy” and better serve the development of Hengyang as a provincial sub-center city.
