From June 23 to 24, Liu Yuegao, Secretary of the CPC Hengyang Municipal Committee, led a delegation to visit the State Administration for Market Regulation (SAMR), participate in the Entrepreneur Symposium on the Hengyang Intelligent Weighing and Metrology Industrial Park, hold discussions with Bai Qingyuan, Deputy Administrator of SAMR, as well as representatives of enterprises, and carry out visits to several research institutes and enterprises engaged in intelligent metrology. The delegation conducted targeted investment promotion to attract Beijing’s abundant industrial resources and advanced technological capabilities to Hengyang, aiming to accelerate progress in building the Hengyang Intelligent Weighing and Metrology Industrial Park.

On June 23, Liu and his delegation visited Beijing Dongjin Aviation Technology Co., Ltd., China Certification & Inspection Group (CCIC), the National Institute of Metrology of China, and Beijing Great Wall Metrology & Testing Technology Research Institute. Beijing Dongjin Aviation’s technological innovation and diversified services in air traffic management offer new ideas for the development of Hengyang’s intelligent weighing and metrology industry. CCIC, with its extensive global business network and comprehensive quality services, expressed its interest in cooperating with Hengyang to establish platforms such as a global after-sales service center for metrology and testing equipment, thereby providing strong support for the security and stability of the metrology industry chain. The National Institute of Metrology and the Great Wall Metrology Institute, as prominent scientific research institutions, possess advanced scientific achievements and robust technological strength, laying a solid foundation for future cooperation.

On the morning of June 24, the Entrepreneur Symposium on the Hengyang Intelligent Weighing and Metrology Industrial Park was held at SAMR headquarters. The meeting reviewed progress reports and featured in-depth exchanges among representatives from 13 enterprises, who shared views and suggestions regarding the park’s development planning and policy support.

Bai Qingyuan fully affirmed the achievements in building the Hengyang Intelligent Weighing and Metrology Industrial Park. He stressed the importance of focusing on priorities and key tasks, further optimizing the industrial ecosystem to create conditions of the lowest costs, best services, and strongest support for development. He urged efforts to expand industrial scale, attract industry-leading enterprises in specialized segments, and generate demonstration and driving effects. Bai also called for enhancing technological content and advancing the park toward higher-end development. He emphasized that local Party committees and governments should fulfill their primary responsibilities, accelerate park construction, strengthen service awareness, and actively help enterprises resolve challenges. Enterprises, he noted, should recognize the situation, seize the opportunities, and invest and build projects with genuine commitment and efficiency. Regulatory authorities at all levels were urged to ensure policy support and promote the park’s high-quality development.

On behalf of the CPC Hengyang Municipal Committee and the municipal government, Liu Yuegao reported on the construction progress of the park. He noted that the first phase of the park has been completed and put into operation, successfully attracting several leading enterprises. In 2024, the park’s total industrial output value surpassed RMB 10 billion. Going forward, Hengyang will focus on organizing the “Two Conferences and One Exhibition”—the National Metrology Work Symposium, the Industry-Metrology Integrated Development Conference and Measurement Science & Industrial Metrology Testing Technology Forum, and the Second Metrology Instruments and Equipment Expo—aiming to build a hub of innovation in the metrology industry.

In related news, on the morning of June 24, SAMR also convened a coordination meeting on the preparations for the “Two Conferences and One Exhibition,” listening to progress reports and making arrangements for upcoming work.

The CPC Hengyang Municipal Committee and the municipal government attach great importance to the preparations, maintaining close communication with higher authorities, conducting frequent coordination, and proactively addressing bottlenecks and difficulties. Currently, preparations are progressing efficiently and in an orderly manner. According to available information, the “Two Conferences and One Exhibition” are scheduled to take place in late October 2025 in Hengyang.

The symposium was chaired by Guo Huanxin, Director General of the Department of Metrology under SAMR. Other attendees included Qian Junjun, Secretary of the Party Leadership Group and Director General of the Hunan Provincial Administration for Market Regulation; Liu Hongbin and Zhu Meina, Deputy Directors General of the Department of Metrology under SAMR; Lei Guangming, Deputy Director General of the Provincial Administration; and Liu Ping, a municipal leader.
