Hengyang Launches 2025 Anti-Drug Campaign Targeting Healthcare Institutions and the Pharmaceutical Sector

June 26 marks the 38th International Day Against Drug Abuse and Illicit Trafficking. On this occasion, the launch ceremony of the 2025 Hengyang Anti-Drug Campaign— themed “Prevent Drug Abuse, Build a Drug-Free Hengyang Together”— was held at the Second Affiliated Hospital of the University of South China. Chen Liyang, Member of the Standing Committee of the CPC Hengyang Municipal Committee and Secretary of the Political and Legal Affairs Commission, attended the event and delivered remarks.

 

At the event site, staff patiently and thoroughly educated the public on drug prevention, distributed informational materials, and guided residents in gaining an in-depth understanding of new psychoactive substances, controlled medications such as narcotics and psychotropics, their characteristics, and their severe harms. Authorities also provided an update on the city’s anti-drug work. Principal officials from the Municipal Health Commission and the Municipal Administration for Market Regulation made statements pledging their commitment.

 

In his speech, Chen Liyang emphasized the need to strengthen political accountability. He called on all localities and departments to shoulder their anti-drug responsibilities resolutely, to further improve the comprehensive accountability system—led by Party committees and governments, with coordinated oversight by functional departments and diligent grassroots implementation—so as to ensure work is fully carried out and delivers precise results. He also underscored the importance of systematic governance, integrating resources from all sectors, pooling collective efforts, and fully mobilizing the public’s enthusiasm for participation. Chen urged thorough inspections for hidden risks, reinforced supervision, strict law enforcement, and proactive prevention at the source to build a comprehensive, end-to-end governance system. Furthermore, he called for enhanced publicity and education, leveraging healthcare institutions as model pioneers to establish a series of standardized anti-drug education bases in key venues, and widely promoting awareness both online and offline about the dangers of narcotics and psychotropic drug abuse. The goal is to comprehensively improve the public’s ability to recognize, resist, and prevent drugs, and to build a robust societal defense against drug hazards.

 

Vice Mayor and Director of the Hengyang Public Security Bureau Zhao Shengping presided over the meeting. President of the Hengyang Intermediate People’s Court Hu Jianfu and Chief Prosecutor of the Hengyang People’s Procuratorate Liu Xingwu also attended.
