Hengyang introduces "15 Measures" to unblock the "meridians" of the real economy

As the capillaries of social operation, logistics is an important link in improving economic efficiency. Reducing logistics costs is also a key expectation of all parties involved. As a national logistics hub city, Hengyang is promoting the improvement of logistics quality, efficiency, and cost reduction in the whole society. What are we planning to do?


Recently, the Municipal Development and Reform Commission led the Municipal Transportation Bureau and the Municipal Commerce Bureau to jointly issue the "Three Year Action Plan for Effectively Reducing Logistics Costs in the Whole Society of Hengyang City (2025-2027)" (hereinafter referred to as the "Action Plan"), striving to reduce the ratio of total social logistics costs to GDP in the city to below 13.5% by 2027, enabling the logistics industry to "light load on the road" and helping more "Hengyang manufacturing" to reach the world.


Firstly, the logistics industry has seen a simultaneous increase in both quantity and quality, with significant cost reduction results for five consecutive years.


Logistics is the "meridian" of the real economy, connecting production and consumption, and is related to people's livelihood and development. For Hengyang, which is vigorously promoting the development strategy of "building the city through manufacturing and revitalizing the city through culture and tourism", reducing logistics costs is particularly important for improving the competitiveness of the manufacturing industry.


To this end, in recent years, our city has successively issued multiple documents such as "Several Policy Measures to Accelerate the Development of Modern Logistics Industry in Hengyang City", "Medium - and Long Term Plan for the Development of Logistics Industry in Hengyang City (2021-2035)", and "14th Five Year Plan for the Development of Cold Chain Logistics in Hengyang City", establishing a modern logistics industry chain and promoting high-quality development of the logistics industry.


With the implementation of various policies and positive market expectations, the logistics industry in Hengyang is thriving, and positive progress has been made in hub layout, project construction, and subject cultivation. The overall construction of logistics infrastructure in the city has accelerated, the total amount of social logistics has steadily increased, the efficiency of logistics operations has continued to improve, and the role of logistics channels and hubs has become increasingly prominent. As of the end of 2024, there are over 1,600 logistics enterprises and nearly 6,000 market entities in the city, including 31 national A-level logistics enterprises. The total amount of social logistics reached 1.32 trillion yuan, a year-on-year increase of 6.3%. The ratio of total logistics costs to GDP has dropped to 13.9% for five consecutive years, lower than the national and provincial average level.


"This has laid a solid foundation for implementing a new round of cost reduction actions", said the person in charge of the Municipal Development and Reform Commission. Currently, there is still significant room for the overall logistics costs in Hengyang to decrease. A comprehensive logistics cost reduction and efficiency improvement action can be described as a timely response to the situation.


Secondly, five major actions try to reduce the ratio of total logistics costs to GDP to below 13.5%.


The Action Plan proposes that through a three-year action plan, by 2027, the ratio of total social logistics costs to GDP in Hengyang will strive to be reduced to below 13.5%. The structure of freight transportation has been further optimized, striving to increase the proportion of railway freight volume and waterway freight volume to around 11% and 18% respectively. The average annual growth rate of container inter modal freight volume is over 15%. The total number of newly cultivated A-level logistics enterprises has reached 40, and modern logistics has significantly enhanced its strategic support for improving the resilience and safety level of the industrial and supply chains.


Focusing on the target tasks, our city will implement 15 key actions including smoothing logistics channels, building logistics hubs, filling logistics gaps, developing multi modal transport, and cultivating and strengthening industries.


The developed logistics hub network system will provide strong support for the development of the logistics industry. We need to improve this system, it is necessary to strengthen the construction of national logistics hub cities, further smooth logistics channels, and promote the improvement and expansion of logistics hub quality. In the construction of logistics hubs, our city will take the construction of a land port type national logistics hub, a national backbone cold chain logistics base, and a key node of national grain logistics as the starting point, accelerate the improvement of logistics infrastructure construction, and continuously improve the operation system of logistics hubs. We should solidly promote the construction of key logistics projects such as the land port hub, Hongguang Logistics Park, high-speed logistics port, Dongjiang Logistics Park, and Hengyang Mail Processing Center. We should complete the construction and operation of Huachen Logistics Park Phase II, Hengnan Industrial Concentration Zone Cold Chain Logistics Facilities, and Leiyang Cold Chain Logistics Base projects. We should build a "1+1+7" three-dimensional land port grain logistics network, and strive to achieve an annual grain transit volume of 4 million tons in the city by the end of 2027.


Leading enterprises in the logistics industry can exert strong radiation and driving force. In the action of cultivating and strengthening industries, our city will actively introduce well-known large-scale logistics and supply chain service enterprises from home and abroad to settle in Hengyang or establish regional headquarters and branch offices in Hengyang through industrial chain investment. At the same time, we will increase the innovation and upgrading efforts of logistics enterprises, encourage the development of new logistics models that combine platform economy, low altitude economy, unmanned driving, etc., and promote low altitude logistics application scenarios with postal services as a pilot.


In terms of filling the gaps in logistics, we will focus on bridging the "last mile" of industrial products going to the countryside and the "first mile" of agricultural products entering the city, as well as the low level of logistics informatization. We will vigorously strengthen the construction of rural logistics service outlets, urban and rural logistics distribution systems, and logistics information platforms.


In the action of developing multi modal transport, our city will make good use of the China Europe (Central Asia) trains and the international logistics channel and freight consolidation center of the Hunan Guangdong non rail sea inter modal transport, strengthen cooperation with port ports such as Manzhouli, Khorgos, Guangzhou, strive for the "station to station" trains, and promote the "quality goods" to reach the world directly. We should encourage manufacturing, industrial and mining, and commercial enterprises to implement the "revolution of rail, revolution of water, and transformation from bulk to bulk" for bulk goods, and mainly use railway and waterway transportation for medium and long-distance transportation.


Through the smooth logistics channel action, our city will improve the inland waterway transportation, road transportation, and railway transportation networks, with a focus on building heavy cargo terminals in Guiyang, Wenjiaping, Dapu, Jiantao, Wenchang, Chashanao, Shuikoushan, and Hengnan Port areas. We will create transportation nodes that connect the Changsha Zhuzhou Xiangtan modern urban circle, the Yangtze River Economic Belt, and the Guangdong Hong Kong Macao Greater Bay Area, and connect the western land sea new channel Yangtze River Delta and the Haixi Economic Zone.


Thirdly, five guarantee mechanisms safeguard the improvement of logistics quality, cost reduction, and efficiency enhancement.


To ensure the achievement of the goals, the Action Plan also clarifies the responsible units for five major actions, and deploys specific safeguard measures from five aspects: strengthening overall coordination, enhancing environmental optimization, strengthening element guarantee, strengthening talent attraction and training, and strengthening publicity and guidance. It is required that all regions and departments to closely adhere to the goal of improving logistics quality, reducing costs, and increasing efficiency, refine work measures, and form a working pattern of top-down linkage and city wide "one game", promoting the development of modern logistics industry to increase efficiency, climb up the ladder, and seize high ground.


The issuance of the Action Plan is a "regulatory action" for our city to implement the national and provincial deployment requirements for effectively reducing logistics costs in the whole society. It is also a targeted measure aimed at solving institutional problems that constrain the development of the logistics industry and creating a favorable environment for logistics development. The relevant person in charge of the Municipal Development and Reform Commission stated that our city will take this opportunity to take multiple measures to reduce logistics costs, unblock the "meridians" of the real economy, and help enterprises "go into battle with light equipment".
