On the afternoon of June 30th, the Standing Committee of the Municipal Party Committee held a meeting to convey and learn from the congratulatory letter sent by General Secretary Xi Jinping to the Ministerial Meeting of the Coordinator for the Implementation of the Results of the Forum on China Africa Cooperation, the important speech delivered at the symposium commemorating the 120th anniversary of Comrade Chen Yun's birth, the latest spirit of the research in Hengyang speech by Mao Weiming, Deputy Secretary of the Provincial Party Committee and Governor of Hunan Province, the latest spirit of the concentrated rectification work on unhealthy practices and corruption around the masses by the higher authorities, as well as the spirit of relevant meetings on the effective connection between the consolidation and expansion of poverty alleviation achievements and rural revitalization at the national and provincial levels. The meeting listened to reports on the preparation work of the Third Hengyang Tourism Development Conference, the implementation of the tasks assigned by the Central Inspection Group, and reviewed the overall plan of the Third Hengyang Tourism Development Conference (referred to as the "Overall Opinions on the Third Rectification of Normative Documents within the Party in the City (referred to as the "Document Cleaning Opinion"). The Secretary of the Municipal Party Committee, Liu Yuegao, presided over the meeting.

The meeting emphasized that party members and leading cadres at all levels in the city should conscientiously study and promote Comrade Chen Yun's noble spirit, rich leadership experience, scientific thinking methods, and work methods, and transform them into practical results to accelerate the process of regional centralization. The meeting emphasized the need to conscientiously implement the spirit of Mao Weiming, Deputy Secretary of the Provincial Party Committee and Governor, who came to Hengyang for research and development, strengthen confidence, exert pressure and forge ahead, and shoulder the responsibility of the economic city. We should strengthen the monitoring, analysis, and scheduling of economic indicators around the principle of "half task finished in half a year", and continuously consolidate the positive trend of economic recovery. We must solidly promote the construction of major projects such as the "Ningdian into Hunan" Project, continue to strengthen advantageous industries, seize the layout of future industries, focus on the "five industry cards" and 15 advantageous industrial chains, continue to extend and supplement the chain, and do a good job in the construction of Hengyang Intelligent Weighing Instrument Measurement Industrial Park and the preparation work for the "Two Sessions and One Exhibition". We should prioritize industrial and employment assistance, make good use of the "master key" of deepening reform, implement responsibilities at all levels, strengthen the construction of the cadre team, continuously improve work style, firmly hold the bottom line of preventing poverty from returning to poverty, and ensure a smooth transition with solid work results.

The meeting agreed in principle to the Overall Plan. The meeting emphasized the need to comprehensively sound the horn of organizing the conference, adhere to the principles of comprehensive linkage, benefiting the people, and pragmatic frugality, integrate the Nanyue tourism economic circle, scientifically plan and promote the construction of cultural and tourism projects with high quality and efficiency, carefully and meticulously prepare for each link of the conference, and strive to make the third Hengyang Tourism Development Conference a more influential, distinctive, and effective event, continuously amplifying the brand effect of "welcome to Hengyang on weekends".

The meeting emphasized the need to adhere to the combination of implementation and reform with long-term governance, and accelerate the ecological governance and restoration of Hengshan mining area. We need to further enhance our political stance, strengthen our sense of responsibility, resolutely overcome all difficulties, and do a good job in ensuring the delivery of buildings and properties. We must fully implement the responsibilities of all parties, promote the centralized handling of letters and visits with stricter requirements and more practical measures, and ensure the high-quality completion of the transfer of letters and visits by the central inspection team.

The meeting agreed in principle to the "Opinions on Document Cleaning". The meeting emphasized the need to fully implement the tasks of cleaning up normative documents within the Party, strictly benchmark against the "Opinions on Document Cleaning", comprehensively promote the work of "abolishing, amending, establishing, and interpreting", strictly carry out filing and review, build a systematic and complete system of Party rules and regulations, and accelerate the modernization of the governance system and governance capacity.
