Hengyang: Fortifying the Risk Prevention Line in Drug, Medical Device, and Cosmetic Regulation |

On July 2, the Hengyang Municipal Administration for Market Regulation convened a mid-year conference on the safety risk assessment of drugs, medical devices, and cosmetics, alongside a progress meeting for the “Qingyuan” (“Purify the Source”) action targeting the pharmaceutical distribution sector. The gathering aimed to analyze and assess potential quality and safety hazards, study risk prevention and control measures, and reinforce accountability for the “Qingyuan” initiative.
During the meeting, heads of relevant divisions from the Municipal Administration and officials from Hengyang County, Leiyang City, Qidong County, Zhuhui District, Zhengxiang District, and Shigu District reported on the rectification of issues identified during the second half of 2024, the primary risks and hidden dangers observed in the first half of 2025, and plans for further risk control measures. In the discussion session, participants, drawing on their respective mandates, conducted joint analyses of regulatory risk assessments and clarified the next steps for risk mitigation.
To date, the city’s market regulation system has conducted 2,918 inspections of drug, device, and cosmetic manufacturers and distributors, identifying 1,014 issues. Authorities have ordered rectification in 535 cases, conducted 59 interviews, and filed 148 administrative enforcement cases related to drugs, medical devices, and cosmetics.
Notably, under the “Qingyuan” campaign targeting pharmaceutical distribution, a total of 545 inspections were carried out, uncovering 182 noncompliant entities, with 144 completing rectification. Authorities filed 93 drug-related cases, referred one case to public security authorities, and transferred one lead to the healthcare insurance department.
In the next phase, the municipal market regulation system will uphold a combination of routine supervision and targeted inspections, intensify efforts to detect and address hidden risks, and strengthen case investigation and remediation. Guided by the “four most stringent” requirements—namely, the strictest standards, the most rigorous supervision, the harshest penalties, and the most serious accountability—the city will take the “Qingyuan” campaign as the main thread. Working in coordination with the public security, health, and medical insurance departments, regulators will comprehensively deploy on-site inspections, online monitoring, and other measures to precisely crack down on illegal and noncompliant activities.
