On the morning of September 4, Zhu Jian, Deputy Secretary of the CPC Municipal Committee and Mayor of Hengyang, participated in the thematic activity of the First Representative Group of the 16th Hengyang Municipal People’s Congress deputies stationed in Changning, under the theme of “Staying Close to the People to Do Practical Work and Pooling Wisdom to Promote Development,” in his capacity as a municipal people’s congress deputy. He stressed the need to accurately grasp the mission and tasks entrusted to people’s congresses on the new journey of the new era, and to take the lead as participants, promoters, and implementers in advancing Hengyang’s practice of Chinese modernization, thereby pooling strong synergy for accelerating the city’s regional centralization process.

Zhu Jian first visited the People’s Congress Deputies Liaison Station in Shuikoushan Economic Development Zone and the Environmental Protection Facilities Park of the Xiangnan Textile Industrial Base. He learned in detail about Changning’s innovative initiative of building liaison stations along industrial chains, and patiently listened to the development needs of enterprises in the park, providing guidance for the park’s high-quality development. He emphasized the need to further enhance the service functions of liaison stations for industrial chain development, actively bringing together entrepreneurs, investors, R&D talent, and industrial workers to forge a distinctive path of “stations built on the chain, deputies working on the chain, problems solved on the chain, and industries strengthened on the chain.” He called for multiple measures to stabilize employment and promote development, further optimize resource allocation, clarify development pathways, reduce enterprise production factor costs, and accelerate the Xiangnan Textile Industrial Base’s march toward the goal of becoming a “100-billion-yuan industrial park,” injecting strong momentum into county-level economic growth.

At the subsequent symposium, Changning reported on its economic and social development, and the First Representative Group of the 16th Hengyang Municipal People’s Congress deputies stationed in Changning briefed on their work this year. Deputies including Wang Yihua, Luo Gewen, Liu Xiangyang, Yin Xiuhua, and Shi Aibin spoke actively, putting forward opinions and suggestions on striving for national-level industrial parks, optimizing the business environment, and extending industrial chains.

Zhu Jian fully affirmed Changning’s achievements this year and interacted with the deputies. He pointed out that Changning should firmly target the goal of becoming one of the province’s “Top Ten Counties in Economic Strength,” focus closely on high-quality economic development, and thoroughly plan and implement the two major industrial clusters of non-ferrous metals and textiles and garments, so as to sustain rapid growth. He urged efforts to address people’s concerns with care, maintain a high level of vigilance on safety, and resolutely safeguard various red lines and bottom lines to ensure overall social harmony and stability.

Zhu Jian noted that since the beginning of this year, Hengyang has been advancing the development strategy of “Strengthen the City through Manufacturing, Revitalize it through Culture and Tourism”, with major economic indicators maintaining high growth and the city taking on its role as a major economic pillar. In particular, the UHV transmission and transformation equipment cluster and the non-ferrous metals cluster are progressing steadily; the large-diameter continuous rolling pipe industrialization project of Hengyang Steel Pipe will support the company’s upgrade into the world’s largest single seamless steel pipe producer; the 10-billion-yuan green saline-alkali industrial base in Hengdong is about to commence full-scale construction; supported by the provincial leadership, Hengyang is advancing the smart weighing and metering industry and making forward-looking plans for humanoid robotics to power future development. Continuous efforts are being made to stabilize the real estate market, stimulate consumer vitality in the catering sector, and ensure strict adherence to ten red lines and bottom lines with a sense of responsibility that “never rests,” making Hengyang’s local stability a solid contribution to the overall stability of the province.

He stressed that deputies should take the lead as participants, promoters, and implementers in advancing Hengyang’s practice of Chinese modernization, uphold diligence and responsibility in fulfilling their duties, conscientiously perform their roles as spokespersons, supervisors, and advocates, and pool collective wisdom to accelerate the city’s regional centralization process.
