On September 11, Wu Shuguang, Chairman of the CPPCC Hengyang Municipal Committee, led a team of committee members to the Municipal Bureau of Civil Affairs to carry out a thematic inspection on the handling of key proposals for 2025.
In 2025, the Municipal Bureau of Civil Affairs undertook 13 proposals from the CPPCC, covering elderly care, social assistance, charity, and other areas. Among them, the proposal on “Vigorously Developing the ‘Silver Economy’ (elderly-oriented economy) and Strengthening the Elderly Care Service System in Hengyang” was designated as a key proposal. Its implementation has been included as a major subject of this year’s democratic appraisal by the CPPCC.
Wu Shuguang and his delegation visited the Tongqi Medical and Elderly Care Base in Zhengxiang District and the Yanlaigui Elderly Care Service Center in Liushi Town, Hengnan County. They inquired in detail about the industrial layout, service supply, and operational management of the facilities. Wu emphasized the need to further raise political awareness, improve the policy support system, integrate existing resources, encourage diversified investment and operation models, fully stimulate market vitality, promote broad participation from multiple sectors, and steadily advance the effective alignment of policies, resources, and services to meet the diverse and multi-level needs of the elderly.
At the Baishan Nursing Home in Shigu District, Wu inspected operations, facilities, and service guarantees, and gained a detailed understanding of the living environment, day care, medical services, and recreational activities for the elderly. He noted that the building of the elderly care service system should be closely integrated with the development of the “silver economy”, encouraging and supporting the introduction of advanced concepts and technologies in smart elderly care and health management, so as to foster new growth drivers for the city’s economic development. He also stressed the importance of expanding channels for elderly care talent training and recruitment, and turning elderly care service platforms into true “people’s livelihood projects” that benefit the elderly.
Wu Shuguang emphasized that the CPPCC Hengyang Municipal Committee will continue to focus on the construction of the elderly care service system, give full play to its strengths in democratic supervision, pool collective wisdom and strength, and actively offer suggestions and proposals to help Hengyang build a more comprehensive and high-quality elderly care service system.
Municipal leaders Zeng Jianhua, Fu Ping, Ye Yuquan, Tao Zhaohui, and Xie Maowen, as well as CPPCC Secretary-General Li Yuquan, attended the inspection. Translator: Jing
