On the afternoon of September 11, Zhu Jian, Deputy Secretary of the CPC Hengyang Municipal Committee and Mayor, presided over a meeting to analyze the city’s economic performance in the third quarter, conducting an in-depth assessment of the current development situation, making arrangements for the next stage of key tasks, and uniting efforts to ensure the fulfillment of annual targets.

At the meeting, the Municipal Development and Reform Commission and the Municipal Bureau of Statistics reported on the city’s economic performance from January to August and outlined their plans for the coming months. The Municipal Finance Bureau, the Municipal Bureau of Industry and Information Technology, the Municipal Agriculture and Rural Affairs Bureau, the Municipal Bureau of Commerce, and the Municipal Housing and Urban-Rural Development Bureau also reported on their respective areas of work.

Zhu Jian pointed out that since the beginning of this year, Hengyang has pursued the vision of the “Three Hubs and Four New Missions,” vigorously implemented the strategy of “Strengthen the City through Manufacturing, Revitalize it through Culture and Tourism,” and advanced the “Seven Major Campaigns”, namely expanding domestic demand, strengthening industries, empowering innovation, deepening reform and opening-up, optimizing the environment, safeguarding security, and improving people’s livelihood. As a result, production and demand have grown steadily, development quality and efficiency have continued to improve, and the city’s economy has maintained a sound momentum of stable and positive growth. At the same time, it is necessary to remain clear-eyed about existing shortcomings and weaknesses, adhere to problem-oriented approaches, adopt precise measures, and make a full sprint in the third quarter to ensure the realization of annual goals.

Zhu Jian emphasized the need to set clear objectives, unify thinking, and align actions with the decisions and deployments of the CPC Municipal Committee and the Municipal Government. With a strong sense of urgency and mission, all departments must ensure effective implementation of tasks. Efforts should be made to strengthen work coordination and consolidate development foundations, with a focus on fostering and upgrading “above-scale” enterprises, advancing the “Support, Solve, and Optimize” special initiative, aimed at supporting enterprises, resolving difficulties, and optimizing services and fully supporting key enterprises in doubling output and expanding capacity in situ. Priority projects should be accelerated with stronger element guarantees and progress management; industrial parks should continue to serve as the main platforms for development, fostering industrial clustering and scaling up; and investment promotion efforts should be intensified through project lists, interdepartmental coordination, and improved effectiveness. High-quality statistical services must underpin high-quality development, with strengthened data coverage and improved statistical accuracy. Backlogs of government arrears to enterprises should be cleared, the “ensuring housing delivery” task in the real estate sector and related repayment work must be secured, and multiple measures should be taken to stabilize and revitalize the catering market.

Zhu Jian stressed that all levels and departments across the city must carry forward a pragmatic work style, study economic laws and trends, and focus on detailed scheduling. With solid measures, Hengyang will continue to sustain sound economic growth with improved quality and efficiency, shoulder its responsibilities as a major economic city, and contribute more to the high-quality development of the province’s economy.
