Hengyang Holds Citywide Meeting on Combating Telecom and Online Fraud

On the afternoon of October 10, Hengyang convened the second plenary meeting of 2025 for all member units of the city’s joint mechanism on combating telecom and online fraud and cross-border crimes, as well as a promotion meeting for the ongoing “Hundred-Day Campaign.” Chen Liyang, Member of the Standing Committee of the CPC Hengyang Municipal Committee and Secretary of the Political and Legal Affairs Commission, attended and delivered a speech.

 

The meeting reviewed the city’s recent efforts in cracking down on and preventing telecom and online fraud. It was noted that the current situation remains complex and severe, requiring all departments at every level to further raise their political awareness, maintain a firm stance, and fully implement measures of prevention, crackdown, management, and control. Participants were urged to stay alert to evolving fraud trends, enhance coordination among departments, and remain resolute in fulfilling their political, legal, and moral responsibilities in the anti-fraud campaign.

 

The meeting emphasized that all departments across the city must strengthen implementation, industry regulation, and technological empowerment. Comprehensive measures such as supervision and inspection should be adopted to ensure that responsibilities are fully assumed. Coordination and joint efforts should be improved to enhance the ability to identify fraudulent information and block illicit funds. Technological means should be further utilized to boost early warning and interception capabilities, accompanied by intensified publicity and legal awareness campaigns during high-risk periods. The goal is to refine a working framework characterized by “citywide anti-fraud efforts, full police engagement, broad social participation, and comprehensive governance.”

 

The meeting was presided over by Vice Mayor and Director of the Municipal Public Security Bureau Zhao Shengping. President of the Hengyang Intermediate People’s Court Hu Jianfu and Chief Procurator of the Hengyang People’s Procuratorate Liu Xingwu also attended.
