On the morning of October 11, Liu Yuegao, Secretary of the CPC Hengyang Municipal Committee, conducted an inspection tour in Changning City to learn about the city’s efforts in ensuring the effective transition between consolidating and expanding the achievements of poverty alleviation and advancing rural revitalization. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping’s important instructions on consolidating and expanding the gains in poverty alleviation, adopt a problem-oriented approach, implement targeted and forceful measures, and unwaveringly advance all aspects of the effective transition to ensure steady progress in comprehensive rural revitalization. These efforts, he stressed, should continuously enhance people’s sense of fulfillment and bring more sustainable happiness to rural residents.
Liu first visited the Jintang Relocation Site in Lianxin Community, Qutan Subdistrict, where he examined the quality of housing and the operation of local assistance workshops. As the largest centralized relocation site for poverty-alleviated households in Changning, it covers an area of 120 mu (8 hectares) with 18 buildings, providing homes for 435 households, 1,510 people, from more than 20 townships across the city. Engaging warmly with the relocated residents, Liu learned about the implementation of supportive policies and their living conditions. He stressed that relocation efforts must ensure both good living conditions and paths to prosperity. He called for greater efforts to secure higher-level financial support, accelerate infrastructure upgrades, and promote the transformation of assistance workshops to expand employment opportunities, helping relocated residents move from “settling down” to “living well.”
At Shuquan Village in Qutan Subdistrict, Liu inquired in detail about the safety of rural drinking water and visited villagers’ homes to check the water supply systems. He pointed out that safe drinking water in rural areas is a vital livelihood concern that directly affects people’s well-being. He urged local authorities to take a coordinated and scientific approach to planning and implementation, aiming to meet both domestic and production water needs. Efforts should be intensified to improve rural water supply systems and ensure that every drop of water delivered to households reflects the city’s commitment to people’s welfare. In Dongbai Village of Baifang Town, which is home to eight village-run enterprises covering sectors such as agricultural production cooperatives, primary agricultural processing, cold-chain logistics, and electronic component manufacturing, Liu learned that some enterprises were facing order declines due to the economic downturn. He inquired about local assistance programs, industry-led initiatives that link and benefit farmers, and visited households under monitoring and assistance programs. Liu underscored that industry is the foundation of rural revitalization. He called for improving mechanisms that connect industrial projects with farmers to ensure that more formerly impoverished residents and households under monitoring can share in the benefits of industrial development. He encouraged capable and ambitious local entrepreneurs to return to their hometowns to start businesses, with the government providing strong service and policy support to help enterprises expand markets, achieve sound development, and create more local employment opportunities. Continuous monitoring and targeted assistance should also be carried out to promptly address pressing livelihood concerns and ensure that large-scale relapse into poverty does not occur, thereby consolidating the foundation and ensuring the sustainability of poverty alleviation outcomes.
