At the meeting, Zhengxiang District Civil Affairs Bureau reported on the preparation of the "15th Five Year Plan" special plan, its basic ideas, and next steps. Experts, scholars, and grassroots representatives at the conference put forward opinions and suggestions based on their research directions and practical work. The attending district level leaders and relevant departments conducted in-depth discussions on key issues in the planning process.

After carefully listening to everyone's speeches, Zeng Menglong pointed out that the opinions and suggestions of experts and representatives are highly targeted and constructive, and planning units should carefully study and fully absorb them.

Zeng Menglong requested that the special plan for elderly care services during the 15th Five Year Plan period should adapt to the situation. We need to conduct in-depth research on the current trend of aging and scientifically grasp the new requirements brought about by changes in population structure. We need to accurately grasp the diversified trend of the needs of the elderly population and comprehensively consider their material and spiritual service demands. We should strengthen the government's bottom line responsibility, leverage market mechanisms, actively cultivate new business models such as smart elderly care and medical elderly care integration, encourage social forces to participate in the construction of the elderly care service system, and form a development pattern of "government guarantees, market vitality, and people benefiting", laying a solid foundation for planning key tasks for the next five years and building a sustainable multi-level elderly care service system.
