| Changning City Launches Special Seminar to Enhance Cadres' Capabilities and Boost County-Level Development |

                A three-day special seminar focusing on "Enhancing Cadres' Performance Capability and Promoting High-Quality Development at the County Level" kicked off on Wednesday at the Changning Municipal Party School. Luo Weihua, Secretary of the Changning Municipal Party Committee, delivered an opening guidance report titled "Forging Strong Shoulders of Responsibility and Practical Skills, Striving to Be Top Performers in Driving County-Level High-Quality Development." 
 He emphasized the need to adopt "Learning, Action, Competition, and Discipline" as the overarching principles to energize spirits, enhance capabilities, improve work styles, and foster solid efforts. The goal is to translate learning outcomes into actionable strategies, effective problem-solving methods, and tangible results for development, thereby contributing significantly to Changning’s socioeconomic progress and the construction of a modern, scenic city with pastoral charm. The session was chaired by Zhou Jun, Deputy Secretary of the Municipal Party Committee, Party Working Committee Secretary of Shuikoushan Economic Development Zone, and President of the Party School. Luo highlighted that since last year, the municipal committee has integrated "Learning, Action, Competition, and Discipline" as the core framework for all city-wide work. This approach aims to build foundations through "Learning," drive efficiency through "Action," create positive pressure through "Competition," and uphold integrity through "Discipline." These four elements are interconnected and mutually reinforcing, forming a robust system to advance the city’s development. The seminar’s primary objective is to deepen the "Learning" component, providing participants with an intensive opportunity to recharge and enhance their skills. Luo underscored the importance of strengthening ideological foundations and embracing the mission of the times by understanding their strategic significance. From a political perspective, grassroots units are the "foundation" of governance; from a development standpoint, they serve as the "source" of innovation; from a public service angle, they represent the "last mile" in serving the people; and in terms of social governance, they act as the "first line of defense" for stability. He encouraged attendees to cherish their grassroots work experience, viewing it as a "crucible" for personal growth and a "fast track" for skill development. The scenic landscape of Changning, he noted, offers a vast stage for achievements, where dedication and practical efforts will lead to remarkable outcomes. Luo called for a clear understanding of the current era’s demands and reinforced responsibilities by accurately grasping broader trends. Towns and sub-districts, he said, should align with the city’s industrial layout, identify gaps by benchmarking against advanced regions, and leverage local resources to devise tailored development strategies. He urged officials to address shortcomings with utmost caution and determination, fostering a spirit of ambition—where "small cadars achieve great deeds," resilience to overcome challenges, practical skills to ensure success, and selfless dedication to long-term goals. Luo outlined key tasks, urging participants to hone their skills through rigorous study, reflection, practice, and commitment. He emphasized cultivating a firm stance as "informed individuals," enhancing performance capabilities as "action-oriented achievers," upholding a people-first approach as "caring partners," ensuring peace and harmony as "reliable guardians," harnessing the power of Party leadership as "collaborative leaders," and adhering to integrity as "clean and principled individuals." On the promising stage of grassroots work, he encouraged them to strive for excellence and deliver concrete results. The seminar was attended by Party committee secretaries and organization officials from all towns and sub-districts across the city. The three-day fully enclosed training includes sessions on political capacity building, strengthening village-level collective economies, advancing rural revitalization, public opinion management, and improving Party conduct and integrity. It also features group discussions and experience-sharing activities to foster mutual learning and deeper understanding among participants.  |
