On the morning of November 5, Zhu Jian, Deputy Secretary of the Municipal Party Committee and Mayor, convened a coordination meeting on the high-quality development of Hengyang’s service sector. He stressed the importance of thoroughly studying and implementing the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, further unifying thinking and grasping core principles. He called for enhanced quality and efficiency in the development of large-scale service industries, full stimulation of vitality among diverse market entities, and sustained progress toward high-quality, long-term economic growth.

During his field research at Huachen Cold Chain Logistics Park, Zhu Jian inspected warehousing operations, cold chain transportation facilities, and the "Driver's Home" service area. He engaged in in-depth discussions with enterprise managers, gaining detailed insights into supply chain reliability, cost reduction initiatives, operational efficiency improvements, and plans for the park’s Phase II expansion. He emphasized that cold chain logistics serves as a critical enabler of modern service industry transformation. Leveraging Hengyang’s strategic geographic advantages, he urged accelerated construction of an efficient and seamless cold chain network, with prompt advancement of the second-phase project to support agricultural product circulation and consumption upgrading.

Later, Zhu Jian presided over a city-wide conference focused on coordinating the high-quality development of the service industry, particularly in areas such as farmers’ markets and cold chain logistics enterprises. He underscored the need for practical, grounded approaches to industrial and economic development, advocating for improved quality and efficiency across key service sectors. He highlighted the importance of unified strategic direction and principled implementation, urging efforts to cultivate new growth drivers and accelerate the development of leading enterprises like Huachen Cold Chain Logistics. To invigorate market participants, he proposed accelerating reforms in market-based factor allocation mechanisms, drawing on successful models from major platforms such as Alibaba (Taobao), JD.com, and Meituan. Additionally, he emphasized the establishment of innovative business entities and strengthened guidance and support for merchants operating in farmers’ markets and cold chain logistics, aiming to enhance overall socioeconomic governance effectiveness.
