On the morning of November 5, 2025, the Theoretical Study Center Group of the Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) convened its 11th collective study session of the year to thoroughly study and implement the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. Wu Shuguang, Secretary of the Party Leadership Group and Chairperson of the Municipal CPPCC Committee, presided over the meeting and delivered a keynote address.

During the session, Comrade Wu Shuguang led a comprehensive study of the plenary session’s spirit. Tao Zhaohui, Vice Chairperson of the Municipal CPPCC Committee; Li Yuquan, Secretary-General of the Committee; as well as Deputy Secretaries-General and Directors of various specialized committees and departments participated in the discussion and shared their insights on the learning outcomes.

The meeting emphasized that implementing the "Four Aggregations" should serve as the fundamental requirement and value orientation for all work. It is essential to adhere to the core principles underlying the effective implementation of the "Four Aggregations," align with its strategic objectives, clarify the methodologies and pathways, and make sustained, targeted efforts over the long term.

Wu Shuguang stressed that one must be strong to forge iron. Strengthening self-construction within the CPPCC organizations is both a prerequisite and a guarantee for effectively advancing the "Four Aggregations" initiatives. All municipal-level CPPCC bodies and members should closely integrate the study and implementation of the plenary session’s spirit with the fulfillment of their duties. Priority should be given to key areas closely linked to Hengyang’s development—such as industrial transformation and upgrading, livelihood security, and grassroots governance—through in-depth field investigations and research. Practical, actionable policy recommendations should be formulated accordingly. By fully leveraging distinctive consultation platforms such as the "Chuanshan Deliberation Hall," the CPPCC should broaden orderly channels for public political participation, translate the plenary session’s guiding principles into tangible benefits perceptible to the people, and contribute to Hengyang’s high-quality development through efficient and high-standard performance of its consultative functions.
