On the afternoon of November 11, a symposium for entrepreneurs was convened at the Hengyang Intelligent Weighing Instrument and Measurement Industrial Park. Bai Qingyuan, Vice Minister of the State Administration for Market Regulation, and Chen Fei, Vice Chairman of the Standing Committee of the Hunan Provincial People’s Congress, attended the event and delivered keynote speeches. Zhu Jian, Deputy Secretary of the Hengyang Municipal Party Committee and Mayor, presided over the symposium. At the meeting, Vice Mayor Liu Ping delivered an investment promotion presentation. Participants viewed a promotional video showcasing the development and vision of the Hengyang Intelligent Weighing Instrument and Measurement Industrial Park. Enterprise representatives shared their companies’ achievements and offered recommendations on advancing coordinated, high-quality development across enterprises, industrial parks, and the broader sector. Bai Qingyuan emphasized the importance of understanding macro-level trends. He noted that China is currently in a critical phase of achieving high-level self-reliance and self-strengthening in science and technology, presenting significant opportunities for the high-end equipment manufacturing industry. As a key enabler, the intelligent metrology industry has been accelerating its growth, driven by policy support, technological innovation, and the emergence of new industries. Nevertheless, notable gaps remain. Promoting industrial advancement is not only essential to addressing existing shortcomings but also represents a strategic opportunity for entrepreneurs to align with national priorities and capture market potential. He stressed the need to plan and act from a strategic political perspective in service of the national agenda. He highlighted that Hengyang already possesses a solid foundation in metrology, bolstered by supportive policies jointly issued by the State Administration for Market Regulation and the Hunan provincial government, which provide robust institutional backing. Leveraging these favorable conditions, stakeholders should consolidate resources and collectively elevate the industry to a higher level. To build competitive advantages, it is imperative to strengthen industrial research, refine industrial chain mapping, broaden investment attraction strategies, and expand industrial coverage. By focusing on R&D and manufacturing of high-end instruments, integrating key resource elements, and striving to establish a world-class industrial ecosystem, the park can emerge as a new benchmark in the sector. The State Administration for Market Regulation will continue to support the development of the Hengyang Intelligent Weighing Instrument and Measurement Industrial Park and the broader metrology industry in Hunan, contributing to the construction of a national advanced manufacturing hub and a first-tier industrial park, while supporting the establishment of a unified national market. Chen Fei pointed out that the ongoing national strategy to build a manufacturing powerhouse imposes higher demands on metrology and testing capabilities. Based on the actual conditions of Hunan and Hengyang, he underscored the need to adhere to the dual-service orientation—serving both the construction of a unified national market and the development of a strong manufacturing sector. He called for focused efforts on two core objectives: building an advanced manufacturing highland and establishing a top-tier industrial park. By concentrating on the entire metrology value chain, the region should promote the clustering of specialized enterprises, strengthen the industrial chain, enhance equipment sophistication, and comprehensively advance the high-quality development of the metrology industry. With regard to industrial ecosystem development, priority should be given to cultivating three interrelated ecosystems: research and development, manufacturing, and application. Enterprises should proactively assume responsibility and drive innovation in practical application scenarios, thereby contributing to national market integration. Zhu Jian stated that Hengyang will effectively translate the insights generated during this symposium into concrete development actions. The city will implement more targeted measures to facilitate project implementation and transformation, enhance collaboration to foster a robust industrial ecosystem, and provide improved services to support the growth of enterprises and the industrial park.
