On the afternoon of September 5, Liu Zhongjie, deputy secretary of the CPC Hengyang Municipal Committee and mayor of Hengyang, visited Hengyang Urban Development Group and chaired a symposium. He stressed that the group should follow the requirements of the municipal Party committee and government, focus on urban renewal, asset operation and market services, and make all-out efforts to prevent risks, promote transformation and seek development, providing solid support for the city’s high-quality economic and social development.

Liu visited several projects operated by the group, including the Weichu Youcai project, the Beautiful Baisha commercial complex and the Hengyang Land Port Hub project. He said the group should apply market-oriented thinking throughout the full life cycle of projects, carefully calculate input-output returns, improve asset operation efficiency through refined management, and enhance supporting services to achieve both social and economic benefits.

At the symposium, after hearing the group’s work report, Liu recognized its contribution to Hengyang’s urban construction and development. He called for a clearer strategic positioning and scientific planning for the 15th Five-Year Plan period. Focusing on urban renewal, asset operation and market services, the group should break down targets by quarter and project, and strive for new breakthroughs in total assets, operating revenue and profitability.

Liu emphasized transformation in thinking, business and management. The group should build a team that understands the market and is good at business operations, abandon passive reliance, and actively adapt to market changes. It should identify opportunities within Hengyang’s modern industrial system featuring local characteristics, invest in high-quality local enterprises and expand into new sectors. It should also improve incentive and accountability mechanisms to stimulate vitality through reform.

Liu urged the group to resolve longstanding problems, seize the opportunity of the 12th Global Hunan Entrepreneurs Conference to launch quality projects, participate in the city’s “six networks” construction, strengthen investment attraction, cooperate with leading central state-owned enterprises, control costs, improve profitability and strengthen Party building. He also called for strong bottom-line thinking to guard against debt risks and integrity risks.
