
Hengyang’s citywide credit monitoring ranking has climbed to 80th nationwide, further enhancing the city’s reputation as a place of trust and integrity.
On September 7, the Publicity Department of the CPC Central Committee and the National Development and Reform Commission jointly announced the 2025 “Stars of Integrity.” Huang Yuxiang, a 69-year-old one-armed resident of Jinhua Village in Kuzongqiao Township, Hengyang County, was among those honored. Through her steadfast commitment to honesty and integrity, Huang has become a vivid example of Hengyang’s strong culture of integrity and contributed to a favorable social environment for the city’s credit system development.
In recent years, Hengyang has attached great importance to developing its social credit system, using it as an important means of improving the business environment and promoting high-quality development. By strengthening both credit data collection and the application of credit information in various scenarios, the city has worked to turn integrity from a moral principle into tangible credit value.
According to the Hengyang Municipal Development and Reform Commission, the city’s credit platform has collected more than 11.85 million pieces of credit information across 51 categories from over 50 government departments. Hengyang’s city credit monitoring ranking has risen to 80th nationwide.
In December 2025, at the 7th China Urban Credit Development Summit, two Hengyang cases, that is, “Credit Empowering Administrative Inspections of Enterprises” and “Honest Local Cuisine Credit Dongdong”, won national Outstanding Practice Awards for Credit Application Scenarios under the Xinhua Credit Cup, marking a breakthrough for Hengyang in this national recognition.
Hengyang has also explored innovative applications of credit in regulation, healthcare, finance and government services, including differentiated supervision for trustworthy enterprises, convenient medical services, credit-based financing and streamlined government procedures.
The city will continue to improve its credit data infrastructure, expand “credit plus” applications, strengthen credit supervision and credit repair, and address dishonest conduct, providing stronger support for high-quality development.
