A monthly review meeting on high-quality economic development was held in Hengyang on the morning of September 17. Zhu Jian, secretary of the CPC Hengyang Municipal Committee, stressed the need to thoroughly study and implement Xi Jinping Economic Thought, focus on stabilizing growth and improving the economic structure, strengthen systematic planning, pursue practical results, continuously improve the development ecosystem, and further consolidate the momentum of high-quality development. Liu Zhongjie, deputy secretary of the CPC Hengyang Municipal Committee and mayor of Hengyang, presided over the meeting.

The meeting reviewed the city’s economic performance from January to August and progress in the 2026 “Project Planning and Construction Season.” Qidong County and Hengdong County delivered experience-sharing remarks, while Hengshan County made a statement on future work.

Zhu said sustained efforts are needed in economic operation and project planning and construction. Officials should reject complacency, shoulder responsibilities in their positions, follow economic laws, conduct frontline research, learn from entrepreneurs, and guard against formalism and bureaucracy. He also called for stronger schedule management of key tasks, clearer targets for each stage, and more effective implementation.

Zhu urged the city to properly balance current tasks with long-term development. In the near term, efforts should focus on supporting enterprises in achieving in-situ doubling, increasing the number of above-designated-size enterprises, encouraging the return of Hunan entrepreneurs, improving fiscal and tax revenue, revitalizing existing land resources, and accelerating project starts, production and results. In the medium term, Hengyang should advance provincial-level and specialized industrial parks, industrial chains and clusters, platform development, systematic investment promotion, and optimization of the three-sector economic structure. In the long term, research should focus on high-quality development of the service sector, the value of data assets, and protective development and utilization of natural resources.

Zhu also called for a sound working environment for economic and industrial development, with equal emphasis on incentives and accountability, improved dispatching mechanisms for major projects, closed-loop implementation, and deeper reform in industrial parks and state-owned enterprises.
