On the morning of September 17th, the monthly evaluation meeting for high-quality economic development in the city was held. The Secretary of the Municipal Party Committee, Zhu Jian, emphasized the need to deeply study and implement economic thinking of Secretary General Xi Jinping, anchor stable growth and structural optimization goals, highlight systematic planning, adhere to practical results, continuously optimize the development ecology, and consolidate and enhance the good trend of high-quality development. Liu Zhongjie, Deputy Secretary of the Municipal Party Committee and Mayor of the municipal government, presided over the meeting.

The meeting reported on the economic operation of the city from January to August and the progress of the "project planning and construction season" in 2026. Qidong County and Hengdong County made typical speeches successively, while Hengshan County made a statement speech.

Zhu Jian pointed out that promoting economic operation and project planning and construction requires sustained efforts and long-term success. We must firmly abandon the mentality of sitting back and enjoying benefits, and take responsibility for our positions. It is necessary to deeply understand economic thinking of Secretary General Xi Jinping by strictly following economic laws, going deep into the front line to carry out research, taking the initiative to learn from entrepreneurs, and resolutely preventing formalism and bureaucracy. We need to strengthen the management of key work sequence, clarify the goals and tasks of each node, prevent ineffective implementation and negative complaints, and work hard to promote the implementation and refinement of various deployments, achieving practical results.

Zhu Jian requested that we should handle the current and long-term relationship correctly, focus on laying a foundation for the future, and scientifically plan and promote the work in the short, medium, and long term. In the near future, we will focus on the work of "doubling the revenue of enterprises", adding new "Four Up" enterprises, returning Hunan merchants, financial and tax revenue, revitalizing existing land, and starting and achieving project efficiency. In the medium term, we will continue to focus on the dual engines of provincial and characteristic industrial parks, the construction of industrial chain clusters, the cultivation and construction of qualification platforms, systematic investment promotion, and the optimization of the three industrial structures. In the long run, in-depth research should be conducted on the high-quality development of the service industry, the value mining of data assets, and the packaging and protective utilization of natural resources.

Zhu Jian emphasized the need to focus on building a good work environment for promoting economic and industrial development. We must establish a firm direction, adhere to the principle of giving equal importance to incentives and constraints, and create a working atmosphere where capable individuals are promoted, mediocre individuals are demoted, and inferior individuals are eliminated. Leading cadres should take the lead in diligent work to devote oneself wholeheartedly and improve work efficiency. We need to improve the mechanism, perfect the scheduling mechanism for joint support of major projects, implement a closed-loop mechanism for work, and ensure that everything has a response and every matter has a landing. We need to streamline the system, concentrate on breaking through institutional and mechanism bottlenecks, and focus on deepening reform in key areas such as industrial parks and state-owned enterprises.
