On the afternoon of September 27, Zhu Jian joined discussions with delegations from Changning City, Zhengxiang District and the Hengyang High-tech Zone attending the 13th CPC Hengyang Municipal Congress. Delegates discussed the report to the congress and the work report of the CPC Hengyang Municipal Commission for Discipline Inspection.

Zhu encouraged delegates to gain a thorough understanding of the congress report, strengthen confidence in development, clarify goals and priority tasks, and build broad consensus for Hengyang’s future development.

During the discussions, delegates offered suggestions on collaboration between central and local enterprises, manufacturing development, urban-rural coordination, culture-tourism integration, embodied intelligence, the digital economy, and closer coordination between urban districts and industrial parks.

Zhu said the congress report was drafted through extensive research, consultations and public input. He called for a clear understanding of Hengyang’s development goals, strategy, functional positioning and path. The city will continue to pursue its strategy of building strength through manufacturing and invigorating development through culture and tourism, while working to become a growth pole for Hunan’s high-quality development, a gateway connecting with the Guangdong-Hong Kong-Macao Greater Bay Area, a strong engine for southern Hunan, and a stronger transport hub. Hengyang will also advance the development of six regional centers in the economy, science and technology, consumption, education, healthcare and emergency response.

For Changning, Zhu called for striving to rank among Hunan’s top 10 county-level economies, strengthening its nonferrous metals and textile and garment industries, promoting integrated urban-rural development, developing distinctive agricultural industries, improving public services and strengthening workplace safety.

For Zhengxiang District and the Hengyang High-tech Zone, Zhu called for greater contributions to citywide high-quality development. Priorities include advancing the Henggang 630 project, developing the Hengzhou Avenue Digital Economy Corridor, and accelerating construction of the Range Embodied Intelligence Industrial Park.

He also urged stronger coordination between urban districts and industrial parks through regular consultation mechanisms to promote integrated industrial and urban development.

Municipal leaders Wei Zhongfa, Jiang Tao and Fu Ping, and Song Guangxin, director of the Hengyang High-tech Zone Administrative Committee, attended relevant discussions.
