On the evening of September 21, 2024, Hengyang launched an intensive nighttime fire safety inspection campaign called “Safe Yancheng”. Authorities at the city, county, and township levels worked in coordination and carried out full-area planning, focusing on venues associated with the the Global Hunan Entrepreneurs Conference and key sectors, in order to thoroughly investigate and rectify fire hazards. Liu Ping, Member of the Standing Committee of the CPC Hengyang Municipal Committee and Executive Vice Mayor, led a team to inspect conference-related venues, stressing that fire safety measures must be strict and meticulous to ensure the conference is held smoothly.

At the Libo International Hotel in Hengyang, the inspection team conducted an on-site inspection of key areas such as the fire control room, the main conference venue, the mini fire station, and the evacuation routes. They checked the implementation of fire prevention patrols, fire safety management systems, duty and guard duties, and emergency evacuation procedures. They also inquired in detail about the condition of fire-fighting equipment and electrical operation safety. The inspection team focused on meticulously checking whether the fire alarm and linkage control facilities were operating normally, whether the fire water supply and fire-fighting facilities were intact and effective, whether the smoke prevention and exhaust facilities were functioning properly, and whether the fireproof partitions and evacuation auxiliary facilities were in place.

That night, the local government leaders led a team to inspect the remaining venues related to the Hunan Entrepreneurs Convention. The municipal departments, counties, cities, and districts (industrial parks) conducted simultaneous centralized night inspections in accordance with the "Safe Yancheng" routine night inspection requirements, focusing on potential safety hazards in their respective industries.
