Hengyang Municipal People’s Congress Standing Committee Holds 36th Session; Liu Zhengxing Presides

The Standing Committee of the 16th Hengyang Municipal People’s Congress held its 36th session on October 29, presided over by Liu Zhengxing, chairman of the Standing Committee. Yao Huaguang, deputy secretary of its CPC Leadership Group, also attended.

The session approved personnel appointments and removals. Liu presented appointment certificates to newly appointed officials, who then took a public oath of allegiance to the Constitution.

A comprehensive report on the municipal government’s management of state-owned assets from 2022 to 2026 was reviewed. Since 2022, the municipal government and relevant departments have improved asset management and enabled state-owned assets and enterprises to support economic development and public welfare. However, some problems remain. Priorities include conducting a thorough inventory of state-owned assets, deepening reform to preserve and increase asset value, and strengthening oversight to safeguard state-owned resources and assets.

A report on protecting Hengyang’s historical and cultural heritage was also deliberated. The city was urged to improve its planning framework and coordinate the protection of historic urban areas, historic and cultural districts, and historic buildings. It should advance conservation and restoration projects, enhance historic areas, and promote the adaptive reuse of heritage sites. Further research should explore Hengyang’s rich cultural heritage and tell local stories associated with Wang Chuanshan, renowned mountains, academies and revolutionary history. To prepare for its application for designation as a National Famous Historical and Cultural City, Hengyang should address shortcomings, follow a clear timetable and complete foundational work, including the preparation of application documents, to secure approval as soon as possible.

Other agenda items included a draft Provisions on Fire Safety Governance in Residential Communities of Hengyang, a report on the Standing Committee’s 2026 initiative to attend court hearings, and duty-performance reports by certain state officials and Hunan Provincial People’s Congress deputies.

Vice Chairman Wang Dongwen presided over relevant agenda items. Vice Chairmen Feng Zhefu, Liu Zhenggan and Wei Zhongfa, and Secretary-General Liu Yunbao attended. Jiang Tao, vice mayor of Hengyang, and Wu Qingshan, secretary of the CPC Leadership Group of the Hengyang Intermediate People’s Court, attended as non-voting participants.
