The quarterly meeting of the Municipal Special Committee on Industrial and Mining Safety Production was convened during the fourth quarter

At the Fourth-Quarter Plenary Meeting of the Municipal Professional Committee for Work Safety and Industrial Safety, held on November 3, 2026, and the subsequent video conference on safety risk prevention in the mining, hazardous chemicals, and industrial & commercial trade sectors, the municipal government reaffirmed its commitment to implementing the "three-tiered classification disposal" of coal mines as a top-priority task. Vice Mayor Liu Ping—Member of the Municipal Party Committee of the Communist Party of China and Executive Vice Mayor—attended the meeting and delivered a keynote address.

In his speech, Vice Mayor Liu underscored the imperative to strengthen political consciousness, fully recognize the heightened risks associated with the year-end operational surge, maintain unwavering vigilance, and rigorously fulfill responsibilities for work safety—guided by the overarching objective of the "three resolute actions and two guarantees." He called for focused efforts on key initiatives, including: (1) the tiered classification disposal and reactivation/acceptance procedures for coal mines; (2) on-site supervision and outsourcing governance reforms for non-coal mines; (3) full-chain regulatory oversight of hazardous chemicals; and (4) targeted regulation of high-risk subsectors within the industrial and commercial trade domain—all aimed at proactively identifying, assessing, and mitigating safety risks. Furthermore, he stressed the need to consolidate accountability mechanisms: enterprises must strictly discharge their primary safety responsibilities; industry regulators must enforce supervisory duties with rigor; law enforcement must be impartial and consequences clearly enforced; and cross-departmental coordination must be enhanced to collectively uphold the red line against major or above-level production safety incidents. These concerted efforts are intended to ensure sustained stability and continuous improvement in the city's overall safety landscape.

The meeting also reviewed the Committee's recent progress. Representatives from Leiyang City, Songmu Economic Development Zone, and Hengyang High-tech Zone delivered thematic presentations. County-level cities participated via designated sub-venues linked through the video conferencing system.
