Hengyang Municipal Bureau of Agricultural Mechanization is established as an institution directly under the municipal government, with its main functions, internal structure and personnel management in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of Hengyang Municipal People’s Government’” (Heng Wei[2010] No. 4).

Main Responsibilities:

I. To study and put forth development directions and strategies of agricultural mechanization as well as mid-term and long-term plans and significant technical suggestions and organize its implementation after approval.
 
II. To research into and draft local rules and regulations on safe production, operation  specifications, technical standards, the supervision and management of agricultural mechanization, organize its implementation after approval.
 
III. To guide the construction of service system and information network of agricultural mechanization in the province. To research into and draft service standards for basic service organizations of agricultural mechanization. To organize agriculture machines participating in the prevention and relief of disasters.
 
IV. To study and put forth, according to the state industrial policy, proposals on municipal policy on agricultural mechanization, to direct the restructuring of agricultural, animal husbandry and fishery machinery and equipments for plant protection and to improve the popularization and application of agricultural mechanization.
 
V. To research into and draft scientific and educational development plans and annual implementation plan for agricultural mechanization; to participate in drafting the scientific and technological policies.

VI. To organize scientific researches in significant agricultural machines, decide and organize the implementation of technology extension projects; to guide the development of professional skills of agricultural mechanization.
 
VII.To organize and exercise the safety supervision, quality inspection, authorization and qualification of tractors, combine harvesters and other agriculture machines.
 
VIII.To study and put forth various financial plans for developing agricultural mechanization, to be responsible for the statistic work of various economic indexes in this regard.
 
IX.To undertake other assignments entrusted by the Municipal Party Committee, People`s Government and the Department of Agriculture of Hengyang.
