Hengyang Municipal Intellectual Property Bureau is established as an institution directly under the municipal government, with its main functions, internal structure and personnel management in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of Hengyang Municipal People’s Government’” (Heng Wei[2010] No. 4).

Functions:
I. Enforce national and provincial law and regulation of statistics, research and formulate municipal statistics modern construction planning and statistics probe planning, organize and coordinate municipal statistics work, check and supervise the implementation of municipal statistics probe.

II. Exert national and provincial statistics report systems and statistics standard, formulate municipal statistics probe plan, responsible for administrating municipal statistics probe project, examine and approve the statistics probe planning and investigation draft of all the departments.

III. Summon and organize relevant departments to do major municipal situation censor according to national and provincial assignment and municipal CPC committee and government’s requirement.

IV. Shoulder the professional statistics of industry, trade and commodity circulations.

V. Organize the municipal, county, district and department to do social and economic probe, search and arrange basic municipal statistic information, calculate and check national economy and do the statistics analysis, prediction and supervision of national economy, social development and science and technology progress, provide statistics information and consulting suggestion to municipal committee, government and other relevant departments.

VI. Search, arrange and provide basic statistics information of peer cities with analysis and research.

VII. Uniformly check, manage and publish basic municipal statistics information and regularly publish the statistics information of Wuxi national economy and social development to the society.

VIII. Guide the work of all the urban and rural social economic probe teams and enterprise probe teams and comprehensive random probe teams.

IX.Build, complete and manage the municipal statistics information automation system and statistics database, draft the basic standard and operation rules of city, county and district statistics database network.

X. Responsible for the education and professional knowledge training of the municipal statistics officers.

XI. Undertake the other duties assigned by municipal government.
