Main Responsibilities of Hengyang Municipal Commission of Development and Reform are:

1. Drafting, organizing and implementing the city`s economic and social development strategies, mid- and long-term plans and annual plans; putting forward proposals and the goals about regional national economic growth; putting forward policies for optimizing economic pattern; proposing suggestions for utilizing all kinds of economic measures and policies; submitting on behalf of the Municipal Government to the Municipal People`s Congress reports on the city`s plan for economic and social development.

2. Studying and analyzing the economic situation and development, which are domestic and international, inside and outside of the province and city, presenting suggestions for micro-control policies, coordinating socio-economic development comprehensively; helping other relevant departments to organize and resolve major issues in operation of micro-economy.

3. Collecting and analyzing the city`s finance, banking, securities information,  participating in studying and implementing the fiscal policies, monetary policies and some other measures of regulations and control policies; coordinating local price policies, drafting and implementing micro-industry policies, supervising and inspecting the implementation of those policies; charging overall volume control of foreign debt, structural improvement and the work of monitoring.

4. Studying key issues relating to municipal economic restructuring and opening up of the city, taking the lead in formulating comprehensive economic restructuring plans, coordinating relevant special economic reform programs; putting forward proposals about improving pattern of ownership and business organizations to facilitate fair competition and common development among enterprises of different types of ownership; proposing suggestions about perfecting the socialist market economy, and persisting in using reform and openness to promote development, directing and propelling restructuring the economic system.

5. Proposing plans for the overall scale of investment in fixed assets for the whole society, drawing up layout of key projects and productive forces; arranging the municipality`s fiscal and special construction funds, guiding and overseeing the use of foreign loans of construction funds and the direction of policy-based loans, guiding the investment of non-governmental funds in fixed assets; studying and proposing development strategies, goals and policies for using foreign funds and investment overseas, the aggregate balancing and structure optimization; planning for utilizing foreign investment projects, instructing and supervising the usage of foreign constructional loan funds; arranging constructing projects with state, provincial and municipal appropriation; studying and proposing the mid- and long-term and annual municipal key construction projects, organizing, coordinating and implementing them; being responsible for directing, coordinating, supervising bid invitation and tendering of the whole city; organizing and administering the work of municipal key projects` auditing specials who are appointed by the municipal government, and the Municipal Development and Reform Commission are in charge of the specific organization and management.

6. Pushing forward strategic restructuring and upgrading of the city`s industrial structure; formulating development strategies and plans for industries important for the national economy; studying and coordinating key issues related to agriculture and suburban economic development, improving the coherence between special plans and policies; studying and proposing development strategies for the whole city`s national economy and social informatization, promoting industrialization and informatization harmoniously; drawing up plans for energy development, such as coal, electric power, petroleum, natural gas and etc.; putting forward plans, policies and measures for high-tech industry development and the industrial advances, directing and coordinating the development of municipal technology innovation system, propelling high-tech industry`s development, and implementing macro-directions for industrial technology advances and modernization; instructing the work of digestion and innovation about introduced significant techniques and outfits.

7. Studying and formulating the policies, plans for investments of municipal technological transformation of enterprises, as well as declaring and approving projects; undertaking the management of technical transformation investments, which needs authorized by the state or provincial development and reform committee, arranging corresponding funds for technical transformation investments, and supervising the usage of city`s technological upgrading projects and funds.

8. Being responsible for the work of mobilization of national economy.

9. Studying and putting forward development strategies, gross, structure, layout and policy measures for municipal tertiary industry, working out and organizing the implementation of tertiary industry`s development plans, researching the tertiary industry`s developing trends inside and outside the state and the province; monitoring and analyzing development direction of tertiary industry to facilitate tertiary industry`s structure optimization and cohere the development of the primary industry with the second industry.

10. Studying and analyzing regional economy and urbanization`s development situation, proposing regional economy`s coordinated development plans, planning the development of urban and rural, and every region as a whole, putting forward the development strategies, significant policies and measures for urbanization; being in charge of organizing, instructing and coordinating regional economic cooperation and collaboration.

11. Researching and analyzing the market at home and abroad, inside and outside the province and the city; being responsible for the aggregate balance and macro-control of key commodities; formulating plans for important agricultural products, manufactured goods and raw materials` total volume of import and export, and supervising the plans` execution; adjusting the plans according to economic operational condition; administering significant goods such as grain, cotton, sugar and commodities` municipal reserve, guiding and regulating the market; studying and formulating strategies and plans for fostering modern logistics.

12. Striking a balance between economic and social development on the one hand and social undertakings on the other, such as family planning, science and technology, education, culture, public health, sports, broadcast, journalism and etc., as well as national defense construction; proposing policies for coordinated and mutually reinforcing economic and social development, coordinating key issues in the development of social undertakings.

13. Pushing strategies for the city`s sustainable development, coordinating the development of human, society and nature harmoniously, studying and formulating plans for making comprehensive utilization of resources saving, participating in formulating plans for ecological construction, proposing policies and suggestions of saving and making comprehensive utilization of resources, and coordinating some of the relevant vital problems; organizing the development of environmental protection industries.

14. Studying and putting forward policies to promote employment, adjusting income distribution; perfecting social security and coordinated economic and social development, and coordinating the work on key issues in employment, income distribution and social security in the city.

15. Drafting or taking part in drafting relevant local administrative laws and regulations of national economy, social development, economic reform and the opening and reforming policy; participating in the implementation of relevant laws and regulations.

16. Undertaking other duties assigned by the municipal Party Committee and the municipal government.
