Hengyang Municipal Bureau of Urban and Rural Construction is established as an institution directly under the municipal government, with its main functions, internal structure and personnel management in accordance with the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Printing and Distributing ‘Plan on Reform of Organs of Hengyang Municipal People’s Government’” (Heng Wei[2001] No. 15).

Main responsibilities 

1) To implement guidelines, policies, laws and regulations issued by the central, provincial and municipal governments concerning urban and rural construction, drafting relevant local laws, regulations; to draw up and organize the implementation of relevant policies and standards.

2) To draw up and carry out urban and rural construction plans; to draw up and carry out industrial development strategies, medium- and long-term plans for engineering construction, the building industry and the survey and design services.

3) To take charge of the overall management and supervision on the use of urban and rural construction funds; to participate in proposing the overall plans of annual capital arrangement for urban maintenance construction; to draw up annual construction plans for urban roads, highways, transportation facilities and environmental sanitation facilities for city appearance; to carry out early stage preparation for urban and rural construction projects, and organizing feasibility study, assessments and demonstrations for urban and rural construction projects.

4) To take responsibility for urban road and public building construction projects, and environmental sanitation facilities for the city appearance (including new projects, large and medium scale maintenance projects, reinforcement projects and renovation and expansion projects), and to supervise the final acceptance of the construction; to make overall plans and coordinating the construction of important projects; to carry out work of improvement on the living environment in urban and rural areas; to take charge of the supervision and management on the construction of rail transportation and gas facilities; to carry out preliminary examination on the design of large and medium scale construction projects; to take responsibility for road construction as entrusted by the Municipal Government; and to make overall plan and coordinate relevant work in urban and rural construction.

5) To take responsibility for the management on village and town development; to direct the village and town development in districts and county-level cities; to make overall plans for the planning and construction of central towns and villages in rural areas; and to participate in the preservation of famous historic and cultural cities ( towns or villages).

6) To take charge for the administrative management on real estate development; to take charge for the management on the qualification of real estate developers; and to participate in the management on underground space exploitation.

7) To supervise and manage the construction market, standardizing behaviors of all parties involved in the construction market; to take charge of the supervision and management on the tendering and bidding for projects of housing construction, road and infrastructure facilities, and on the cost of construction projects.

8) To take charge for the qualification licensing and supervision and management on the inspection, design, construction and supervision of construction projects.

9) To take charge of the supervision on projects of housing construction, road and the public facilities, and the construction licensing management; to supervise and manage the safety of construction projects; to promote the implementation of civilized construction by the constructing units, and to cooperate with relevant departments in rendering punishment to any violations; to draw up preparation program for emergency responses to project quality and safety accidents, organizing or participating in the investigation and settlement of project quality and safety accidents; to participate in flood prevention work; and to supervise the implementation of earthquake prevention criterion for construction projects.

10) To take responsibility for promoting energy saving and emission reduction of civil buildings and the development of industrial technology; to take charge of the energy saving of civil buildings; to promote new technology in the construction field; and to guide the promotion and use of new materials for wall and bulk cement.

11) To organize the evaluation and appraisal of professional technical titles for the construction industry; and to guide the technical trainings and appraisals for professionals of the construction industry.

12) To Draw up and supervise the implementation of policies for the management of labor insurance funds for construction projects.

13) To Carry out international economic exchange and cooperation in terms of urban and rural construction.

14) To undertake other affairs assigned by the Municipal Government and competent authorities at higher levels.
